- The Department of Energy (DOE), Golden Field Office (GFO), intends to award a sole source contract, in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b), to Elevate Energy for project management and partner engagement services. This contract will be awarded for DOE Building Technologies Office?s (BTO) Better Buildings Initiative. The Better Buildings Initiative is a national initiative calling on private, public, and non-profit organizations across all sectors to make substantial commitments to improve the energy efficiency of their buildings and plants, save money, and increase competitiveness. DOE is expanding this initiative to engage leaders in a set of Better Buildings Accelerators designed to demonstrate specific innovative policies and approaches, which upon successful demonstration will accelerate investment in energy efficiency across our homes, buildings, and industrial facilities. Each year about half of newly constructed homes and thousands of existing homes are professionally assessed to determine their level of energy efficiency; yet most home buyers and sellers do not have a way to readily access or share this information, and thereby get a more comprehensive understanding of the costs associated with maintaining a home. As a collaborative effort among national organizations, federal agencies, and regional, state, and local leaders in real estate and energy efficiency, the Home Energy Information Accelerator is designed to expand the availability and use of reliable home energy information at relevant points in residential real estate transactions. Accelerator Partners will develop and demonstrate replicable, sustainable approaches that make energy related information ? important data for the home buying process ? easily available to homebuyers through multiple listing services (MLS) and other reports. The tasks associated with the Home Energy Information Accelerator project management and partner engagement services include finalizing national and local partner work plans, tracking and reporting the progress of the national and local partners to the goals, sharing lessons learned and best practices, organizing opportunities between the national and local partners, coordinating technical working groups of the national and local partners, supporting the coordination of stakeholders to make aggregated home energy performance data readily available, and identifying and liaising with additional potential national and local partners. The estimate of work under this contract is for fifteen months, with a program magnitude of between approximately $140,000 and $149,000. No RFQ will be issued for this requirement. Interested parties may identify their interest and capability to respond to this requirement, no later than 5:00 p.m. EDT on September 14, 2015. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
