Senior Community Policing & Model Precinct Advisor Guatemala City, Guatemala Issuance Date: 09/08/2015 Closing Date: 09/22/2015 SOLICITATION NUMBER: PSC-15-058-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. INL's Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. INL/WHP currently has corrections programs in Mexico, Central America, and other Latin American countries. The purpose of this personal service contract (PSC) is to provide a Senior Community Policing and Model Police Precinct Advisor for the INL- Guatemala Community Policing Program, which is designed to demonstrate the effectiveness, within a limited geographic area, of modern methods of policing that rely on community input to combat crime. The program is community driven and utilizes citizen complaints and crime incident reporting to determine where best to direct patrolling and investigations. Through the collection of credible statistical information, the program assists with developing strategic plans to best direct the efforts of the National Civil Police (PNC), local police, and municipal government entities to combat crime, mainly through the development of Model Police Precincts in municipalities throughout Guatemala. B.DUTIES AND RESPONSIBILITIES 1.Coordinates activities with the Police Professionalization and Reform Program Officer and the other policing advisors at post. 2.Oversees the implementation of community policing programs in the target communities in different municipalities throughout Guatemala. 3. Advises the Guatemalan National Civil Police (PNC) and the municipal government entities on the development of community policing programs that help engender trust in the police and reduce crime and homicides rates in targeted communities. 4. Coordinates with U.S. government agencies operating in Guatemala, the Guatemalan Police Reform Commission, municipal government entities, non-profit organizations, community-based groups, and appropriate Guatemalan government stakeholders. 5. Initiates, and coordinates neighborhood crime watch programs, gang prevention programs, safe community projects, safe school programs in targeted communities. 6. Works in partnership with non-governmental organizations, Indigenous community leaders, nonprofit organizations, and community-based groups on community policing activities. 7. Tracks long-range planning of community police program activities, including assessment, training, certification and implementation. 8. Serves as an INL Contracting Officer's Representatives (COR), performing monitoring and oversight of Foreign Assistance, Domestic Programs, and/or Contracts as well as an INL Grants Officer Representatives (GOR) and Agreements Officer Representatives (AOR), performing duties associated with assistance awards or Interagency Agreements. B.-1 TRAININGS & DISTANCE LEARNING COURSES (DL) 1.FAC-COR level II Contracting Officer's Representative certification course, and Grant Officer's Representative (GOR) course within ninety (90) days of assignment. 2.Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first six (6) months of assignment successfully. C.RELATIONSHIP The Senior Community Policing and Model Police Precinct Advisor will receive general guidance from and report initially to the INL-G Director, and then to the Police Professionalization and Reform Program Officer when appropriate. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. D.MAJOR POSITION ELEMENTS 1.Responsible for keeping INL Director, INL/WHP Guatemala Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to community policing programs, advisory assistance, and training initiatives in the Guatemalan law enforcement entities 2.Works closely and coordinate activities with the other INL program managers at post. 3.Establishes collaborative partnerships in the target communities between the Guatemalan government and the individuals and organizations they serve to develop solutions to problems and increase trust in police. 4.Assists the Guatemalan government to develop best practices to oversee, coordinate, and administer educational and development opportunities for various community organizations and schools. 5.Builds the capacity of local law enforcement entities in order to promote citizen safety, improve law enforcement, and rule of law interests. 6.Assists the Guatemalan government to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level. 7.Assists in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. 8.Attends meetings with U.S. and host-government officials as requested, including the regional working group meetings. 9.Assists U.S. Embassy officials in developing citizen safety, law enforcement, rule of law, and prevention strategies and programs. 10.Coordinates closely with U.S. government federal law enforcement agencies, the Police Reform Commission, U.S. military representatives in Guatemala, and USAID. 11.Evaluates and advises the U.S. Embassy on the performance of GOG agencies operating in conjunction with INL assets and resources regarding the preventive policing to evaluate and recommend the need for training. 12.Executes model police precinct (MPP) projects in accordance with the objectives and terms established in the Letter of Agreement, the INL Work Plan, or similar documents. 13.Prepares regular reports for the INL Director including drafting sections of various program requests, cables, Congressional Notifications, and briefings, as requested. 14.Identifies training needs of the Model Precinct's personnel. Propose training options and course availability in the U.S. or internationally. 15.Assists the municipal government entities to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. 16.Assists the Indigenous community authorities to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. 17.Serves as a grants officer representative and contracting officer representative. E.DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; a.INL/POST Director(s) and; b.INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. F. MINIMUM QUALIFICATIONS 1.U.S. Citizen, able to obtain and maintain a Department of State Secret security and medical clearance, ethics clearance-if applicable. 2.Bachelor's degree from an accredited institution in a related field and/or graduate of a certified, state or federal law enforcement training academy. 3.Demonstrated eight years of law enforcement experience, four years of which must have been in community policing program management positions. 4.Demonstrated four years' experience in project management roles, including strategic planning, resource management, budgeting, oversight, and evaluation of community policing operations. 5.Demonstrated experience working in an overseas environment identifying prevention techniques. 6.Superior interpersonal and liaison skills in a multi-agency and multi-jurisdictional environment. Strong verbal and written skills, with ability to present and defend complex analyses and proposals concisely. 7. Superior English and Spanish proficiency; oral and written communications skills. 8.Proficient in Microsoft Office Suite. 9.Project Management Certified. G. PREFERRED QUALIFICATIONS •Demonstrated experience working with prevention and community policing programs, previous INL and/or U.S. embassy experience preferred. •Extensive experience supervising, managing, training and instructing foreign law enforcement personnel. •Significant U.S and overseas experience in developing and managing programs that target crime-specific activities and at-risk populations. •Experienced in conducting inspections of law enforcement-related programs and procedures. H. PRE-DEPLOYMENT REQUIREMENTS •Consultations with the INL Program Office may be required. I. EVALUATION CRITERIA Factor 1: Development/Planning: (30 points) Demonstrated relevant experience in developing, planning and operating community policing programs and ability to coordinate with civil leaders, local community officials, and members of the donor community. Factor 2: Management: (30 points) Knowledge of community policing management, concepts, project management, budgeting practices, and principles in order to develop recommendations for effective program implementation. Factor 3: Operations: (20 points) Ability to provide operational guidance to all components of a community policing program. To include demonstrated ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 4: Past Performance: (20 points) Past performance of applicant's ability to perform duties. The Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
