- This is a combined synopsis/solicitation for commercial items prepared in accordance with format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation HSFLGL-16-Q-00037 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-84. This procurement is a 100% Small Business set-aside and the associated NAICS code 323117 with Size Standard of 500 employees. This procurement is subject to FAR 52.232-18 Availability Of Funds (APR 1984). The Federal Law Enforcement Training Centers (FLETC) has a requirement for the following supplies: Delivery: Deliver 2154 units of CLIN 0001 by 03/01/2016 Deliver 1812 units of CLIN 0001 by 06/30/2016 DUE TO STORAGE REQUIREMENTS, DELIVERIES WILL NOT BE ACCEPTED ANY EARLIER THAN 4 WEEKS PRIOR TO SCHEDULED DELIVERY DATE. Address: 2400 Glynco Pkwy, Shipping & Receiving Warehouse, Glynco, GA 31524 Requirement: CLIN 0001 - Quantity: 3966, Unit: Each - 2016 Version Drivers License Book - Titled "2016 I. D. Checking Guide, United States and Canada Edition." Published by Drivers License Guide, Co. Contents: Full color coverage of all US and Canadian Driver's license formats that are valid in use. All licenses are shown at actual size. Descriptive content includes clear wording that cover the key points of checking ID: "Description, Minor's License, Validation, Number, Term." Should also include information for checking identification cards issued to non drivers and details on each state's military policy CLIN 0002 - Quantity: 1, Unit: Each - Shipping FOB Deliver 2154 units of CLIN 0001 by 03/01/2016 Deliver 1812 units of CLIN 0001 by 06/30/2016 DUE TO STORAGE REQUIREMENTS, DELIVERIES WILL NOT BE ACCEPTED ANY EARLIER THAN 4 WEEKS PRIOR TO SCHEDULED DELIVERY DATE. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: Funds are Subject to FAR 52.232-18 Availability Of Funds (APR 1984) - Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR Part 13.106 evaluation procedures apply. The following evaluation factors shall be considered: technical (capability of the item offered to meet the agency need and price, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, 52.232-33. Offerors shall provide a statement of compliance with FAR 52.222-50, Combating Trafficking in Persons, requirements and confirm subcontractors will accomplish a statement of compliance upon award. Offeror must be registered in The System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through The System for Award Management (SAM) website at http://www.sam.gov. The Government intends to award an "all-or-none" Firm-Fixed Price purchase order resulting from this solicitation.
