- Purpose: The National Guard Bureau, Contracting Support Office, intends on awarding a contract via an 8 (a) Small Business Set-Aside competition, which will provide for Administrative Services for the Army National Guard - Recruit Sustainment Program (ARNG-RSP.) The purpose of this request for information (RFI)/sources sought notice is to provide potential offerors; advanced notice of this procurement, gauge interest and receive any feedback or comments in regards to the Performance Work Statement (PWS.) Background: This requirement is issued in support of the Army National Guard-Recruit Sustainment Program (ARNG-RSP). In 2005, the ARNG Training Pipeline Success (TPS) rate fell to an organizational low of only 68%. The ARNG designed the RSP to introduce new Recruits to the fundamentals of the U.S. Army and the National Guard before they ship for Initial Entry Training (IET) to ensure a smooth transition to their ARNG unit of assignment. IET collectively includes both; (1) Basic Combat Training (BCT), and (2) Advance Individual Training (AIT). A Recruit can either be shipped to: (1) only BCT; (2) BCT immediately followed by AIT; or (3) only AIT as BCT was previously completed. These Recruits drill with their State's RSP instead of with their unit of assignment until they depart for IET. The ARNG is committed to reducing training pipeline losses and increasing training pipeline success in order to achieve a high rate of qualified Soldiers. Prior to establishment of the RSP, new Recruits attended drill at their unit of assignment until they shipped to basic training. While some units were very proactive in including their new Recruits in RSP unit activities and preparing them to be successful, many units were unable to provide the focused attention required to ensure new recruit's Shipper Packets (personnel records) are administratively correct from accession, through shipping to IET, and finally graduating. All tasks/deliverables for this RSP Administrative Services contract are to ensure recruit's Shipper Packets are correct and in accordance with the RSP Leaders Guide and the requirements contained in NGR 601-1. The following are attached for reference: the draft PWS, the RSP Leaders Guide, the RSP Recruit Pre-Ship Packet Review Checklist and the Vulcan User Guide. * The RSP Leaders Guide is too large to upload on fedbizopps, but is available upon request. This notice is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Please provide a capability statement not to exceed ten (10) pages; which details relevant experience as a prime contract holder which should include; familiarity with Military/DoD personnel records and administration, similar experience in regards to both size (dollar value) and scope, business size, applicable contract vehicles and notice of your intent to propose on this requirement by 5:00 PM (EDT), 22 September 2015.
