- Defense Information Systems Agency (DISA) /Defense Information Technology Contracting Organization (DITCO) intends to award a sole-source purchase order to Washington University using other than full and open competition procedures pursuant to the authority of FAR 8.405-6(a)(1)(i)(B), Only One Source is Capable of Providing the Supplies or Services Required at the Level of Quality Required Because the Supplies or Services are Unique or Highly Specialized. This follow on procurement is to the purchase a Center of Application of Information (CAIT) Supporting Membership for October 1, 2015- September 30, 2016 with three (3) option years through September 30, 2019 for the Defense Information Systems Agency (DISA) Continental United States (CONUS) facility. The Professional Education Technology & Leadership Center at Washington University (T & LC) is the current contract holder and only local vendor that offers a comprehensive IT training membership with a 15% discount on all courses. T & LC will provide a regular discount on all courses regardless of size, subject, or audience. For the amount of Leadership and IT training required for DISA CONUS personnel, a local vendor is ideal. Non-local vendor locations would require per diem and travel related expenses; therefore they are not preferred sources. T & LC can provide a variety of discounted, IT specific courses with flexible scheduling. The applicable NAICS code for this acquisition is 541519. This Notice of Intent is not a request for competitive quotations; However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice NLT 09:00 AM CST, September 9, 2015 to: sharon.e.brace.civ@mail.mil Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
