BUILDER Functionality Module Framework Date: September 3, 2015 Contracting Office Name: U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) Non-M&O Contracting Operations Division, Services Acquisition Branch (NA-APM-124) Contracting Office Address: 1000 Independence Avenue S.W. Washington, DC 20585 NAICS Code: 541330 Engineering Services ($15 million size standard) Product/Service Code: R499 ? Other Professional Services Subject: Synopsis/Notice of Intent to award a sole source contract to CALIBRE Systems Inc. to develop and provide a BUILDER Functionality Module Framework in support of the U.S. Department of Energy/National Nuclear Security Administration?s Office of Safety, Infrastructure, and Operations (NA-50). Description: The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA)?s Office of Safety, Infrastructure, and Operations intends to negotiate a sole source labor hour contract with CALIBRE Systems, Inc. of 6354 Walker Lane, Suite 500, Alexandria, VA 22310-3252., under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Justification and Approval for this action will be made publicly available within 14 days after contract award. The services to be provided will support NNSA?s Multi-Site Risk Management Strategy, specifically working to develop NNSA?s BUILDERTM Functionality Module framework. The BUILDERTM Functionality Module framework will improve alignment of requirements and capabilities with mission need and provide transparency and accountability to the risk management planning process. The Contractor will work closely with the existing NNSA BUILDERTM Implementation Centers of Excellence and with the broader NNSA BUILDERTM Integrated Project Team (IPT), participating in recurring virtual meetings and gathering and providing assistance with migrating existing data at each of the sites related to functionality. The Contractor will then customize existing functionality assessments and/or develop NNSA-unique functionality assessments and correlating requirements needed to assist with establishing a BUILDERTM functionality framework, conduct at least one functionality assessment to Functionality Level 1, and advise NNSA on the development of functionality assessment guidance. A functionality standards and policies document that will include identified requirements will be included in the NNSA?s existing BUILDERTM Implementation Plan. The functionality framework for BUILDERTM will focus on key requirements such as safety, recapitalization, energy and sustainability, Na tional Laboratory Operating Board (LOB) findings, and other identified NA-50 specific requirements that need to be captured in existing functionality assessments or NNSA-unique functionality assessments. Once the framework is developed, the Contractor will pilot the established assessment process with an NNSA BUILDERTM Center of Excellence site. The Contractor will assist the BUILDERTM implementation team in developing BUILDERTM functional assessment guidance and conduct BUILDERTM functional assessment training for all NNSA sites. CALIBRE Systems, Inc. possesses a unique capability to provide the services because of its current Functionality Module development experience and expertise within the BUILDERTM Sustainment Management System. The Functionality Module is a relatively recent evolution of the BUILDERTM Sustainment Management System that most users have not utilized as part of their BUILDERTM program. The Defense Health Agency (DHA) is the only user to use the Functionality Module, and CALIBRE Systems, Inc. is supporting DHA in developing the Functionality Module framework. Notice of Intent: This pre-solicitation notice serves as notice of intent to award a sole source contract. It is not a request for competitive proposals and is not a solicitation or a request for offers. However, all responsible sources may submit a capability statement or expression of interest by 3:00pm Friday, September 18, 2015, which will be considered by the agency. Capability statements shall not exceed three pages (including all cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect (located at https://www.fedconnect.net). FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements or expressions of interest submitted via a method other than FedConnect will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
