Description
The Oklahoma Air National Guard intends to award a sole source, firm fixed c contract to Advantor Systems Corporation. Requirement is for the installation of Advantor CCTV for an Advantor Integrated Monitoring System. Components must maintain full functionality with already owned/installed software and hardware. Advantor CCTV will tie into the existing infrastructure which is solely compatible with Advantor systems. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b)(1). Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procuremetns. All qualified sources must respond in writing not later than 2:00 PM CST, September 17, 2015 and submitted via e-mail with confirmation of receipt to: Christine.m.walker30.mil@mail.mil Contractors must have a current registration with the System for Award Management (SAM) with Online Representation and Certifications Application (ORCA) at http://www.sam.gov. Justification and Approval for Other than Full and Open Competition Brand Name -Advantor CCTV Immediate Visual Assessment System 1. ContractingActivity: 137thAirRefuelingWingContracting Office 2. Description of Action: Procure and install Advantor Intrusion Detection System(IDS) upgrade and for multiple locations Rogers ANG Base. The total estimated value of the proposed action is > $100,000 but < $250,000. 3. Description of Supplies/Services: Procure and and install Advantor CCTV Immediate Visual Assessment components and upgrades. 4. Authority Cited: 10U.S.C 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements -Brand Name 5. Reason for Authority Cited: Advantor ASN is the system of record for Will Rogers ANG Base. No other CCTV system can utilize the same backbone as the Advantor system and no other system can be monitored by the Security Forces Office. The Advantor system is a proprietary system that can only be installed and maintained by Advantor Certified Installers and Technicians. Advantor will not authorize other companies to install their systems in locations that Advantor technicians are authorized to do the installation. If the systems are installed by other companies, Advantor will not honor the warranty for the equipment or installation. The CCTV must interface with the existing ADVANTOR ASN System installed at the base, in accordance with Air Force Instruction 31-101. The ADVANTOR ASN System is an USAF-approved alarm annunciator deployed at the 137th ARW, Will Rogers ANGB to monitor base alarms. The system is manufactured and installed by ADVANTOR Systems Corporation. The system uses proprietary technology approved by the Air Force for this purpose and accordingly is maintained by ADVANTOR Systems Corporation under a consolidated maintenance contract issued by NGB-AQAF. Procurement of a non-compatible CCTV system would be very costly to implement and maintain. 6. Efforts to Obtain Competition: An effort was made to identify other contractors by posting a Sources Sought on Federal Business Opportunities (FBO). No interested parties responded. 7. Actions to Increase Competition: No actions to remove barriers to competition will be taken as Advantor is the only company that provides these serviceswithout voiding the manufacture warranty and increasing cost substantially to the government of standalone non-compatible systems 8. Market Research: The Technical team compared the three (3) intrusion detection systems listed in the letter provided by HQ USAF/A7S dated Jan 13,2012 to determine the best system that meets regulatory requirements of the assets atWill Rogers ANG Base. Contact was alsomade with Advantor to verify the compatibility ofAdvantor with the other approved CCTV's. A response was received via email from Advantor. A Sources Sought was also posted to FBO to determine other sources. No responses were received. 9. Interested Sources: No responses to Sources Sought were received. Notice required by FAR 5.102(a)(6) concerning this sole source acquisition will be published on FBO with the solicitation. 10. Additional Information to support the justification: Advantor Corporation is the sole source for USAF-Approved IDS Systemsmaintenance agreement forNGB/A7 (W9133L-I O-F- 0238). Using any company other than Advantor would void warranties due to proprietary technological information.
