- This is a notice of intent to award a sole source contract under the statutory authority of 10 USC 2304(c)(1) as implemented by Federal Acquisition Regulation, 6.302-1, only one responsible source, and no other supplies or services will satisfy Agency requirements, to Association for Talent Development (ATD), 1640 King Street, Alexandria, VA 22314; for the Army Management Staff College, Fort Leavenworth, Kansas. The proposed contract action will provide training to help facilitators master all aspects of training delivery and obtain certification for delivering training, including assessment, preparation, creating a positive learning environment, facilitating learning and evaluating learning. This requirement is for a base period of 7 Sep 2015 through 30 Sep 2015. ATD is the sole proprietor of the data rights to the Master Trainer Program. This procurement will be accomplished under FAR Part 12 and Part 13 Procedures. The NAICS code for this requirement is 611430. The size standard is $11M. This Notice of Intent to award a sole source contract is not a request for competitive proposals. Reponses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
