- RFQ Price Template Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance (IAW) with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation FA2517-15-T-5008 is being issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, as of 3 August 2015. (iv) This procurement is a small business set aside. The NAICS code is 333999, All other miscellaneous general purpose machinery, fire fighting equipment and the size standard is 500 employees. (v) Contractor shall utilize the below line item structure when preparing quotes: See Attachment 2, Request for Quote (RFQ) Price Template (vi) Description: The contractor shall provide non-personal services for all labor, materials, equipment, and transportation necessary procure and deliver a Hazardous Material Response training system in accordance with (IAW) Attachment 1, Statement of Work (SOW) and all applicable local, state, and federal laws/regulations. (vii) Delivery Schedule will be 180 days from contract award. (viii) The provision 52.212-1, Instructions to Offerors/Commercial Items (Apr 2014) applies to this acquisition. (ix) FAR 52.212-2(a) Evaluation - Commercial Items (Oct 2014), applies to this acquisition. Quotes will be evaluated based upon lowest price technically acceptable. Addendum to FAR 52.212-2: •1. Price: The Offeror's Price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is fair and reasonable. The contracting officer shall make an integrated assessment of all evaluation factors including price, and determine the best value for the Government. •2. The Government further reserves the right to award without discussion.
