- REQUEST FOR INFORMATION: The Census Bureau is conducting market research to identify available sources for the proposed services below: DESCRIPTION OF SERVICES: The U.S. Census Bureau Demographic Directorate is seeking information in identifying potential virtual/prepaid incentives solutions. We currently ship conditional and non-conditional debit cards and cash to incentivize our survey respondents from our National Processing Centers. Lately, our survey sponsors have expressed the need for more flexible incentive options. Our goal is to provide better incentive options to our customers including the ability to distribute electronic incentives through the internet, and provide an immediate incentive with increased tracking capability (without having our field staff handle batches of cash and/or debit cards). All RFI submissions must include your responses to the following topics: Identify the available types of incentive solutions offered. Identify the available modes of delivery. Identify the security measures in place for your solution. Identify if your solution provides immediate real time distribution, batched by mail or conditional distribution. Identify the available reporting capabilities for your solution. Identify available customer service options regarding encountered problems with distributing, activating and using the incentive cards. Identify whether your solution includes the ability to activate and fund prepaid and unpaid incentive cards at any time. Describe how your company handles unspent incentive cards at the end of each project. HOW TO RESPOND Interested individuals must submit their responses to the provided topics, capabilities statements and available GWAC contract vehicles, via electronic submission at paul.w.boesch@census.gov. The submission is limited to twenty (20) pages (page size: 8.5x11") or less. Include the company name, address, business size, and DUNS number, as well as a contact person and their email address and telephone number on the introduction/cover page. No information will be accepted by telephone or mail. Any questions regarding this request may be directed to the provided e-mail address. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
