Description
NASA/GSFC has a requirement for the support of a Principal Investigator for the Astro-H Mission: Early Observations of Supernova Remnants Cataclysmic Variables and Active Galactic Nuclei. Analysis of data will be performed for the Astro-H Mission for the X-ray astronomy observatory that will be placed into orbit in early 2016. NASA/GSFC intends to acquire these services from Eureka Scientific. It is our understanding that Eureka Scientific is the only vendor that can provide these services because this is a unique combination of expertise for the X-ray astrophysics. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov, not later than 9:00 a.m. east local time on September 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. This procurement will be a Sole Source and is being conducted under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The following procedures apply to this procurement. The evaluation factors listed in this solicitation do not necessarily indicate their order of importance and subfactors, if any, may not be indicated. A competitive range determination may not be made. Award without discussions may be made. Negotiations may be held with one or more offerors but not necessarily with all offerors in the competitive range if one is established. Comparative evaluations of offers may be made. Offers will be evaluated inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Award will be based upon an assessment of price and other factors. The award document may be a purchase order or a contract at the discretion of the Contracting Officer. Notifications to unsuccessful offerors shall be given only if requested.
