Description
Under solicitation number W52P1J-15-R-0077, The Joint Project Manager for Elimination (JPM-E) issued a Special Notice for technologies to remediate chemical agent-contaminated soils and debris on site at large chemical weapons burial sites on February 03, 2015. As announced in this Special Notice, the project will consist of three phases. The first phase will be the selection of a technology. The second phase will be the award of a contract to test the technology. The third phase will be the execution of the test. The test will evaluate technology performance with several parameters to include soils types, agent contamination, and moisture content of the soils. The Government stated the technology must meet or exceed the following critical objectives: First, provide a mature technology that will remediate mustard (HD) agent and phosgene- contaminated soils and debris to a contamination level that will allow the release of the product to the general public. U.S. Army Public Health Command Health Based Environmental Screening Level (HBESL) of 0.01 mg/kg will be used for HD and EPA Residential Screening Level of 0.46 mg/kg will be used for phosgene. The technology must be capable of processing multiple soil mixtures. Second, the technology must be transported via rail, roads (paved and unpaved), or sea with no more than seven separate trailer loads to multiple sites. The technology can be decontaminated to the Worker Population Limit WPL 0.0004 mg/m3 for HD and must be a turnkey self-contained operation. Third, the operation of the technology will not interfere with the execution of the schedule or operations of the recovery of buried chemical munitions. The rate of remediation of the soil should not disrupt the excavation schedule. As announced in the Special Notice, the technical vendor conference was held for interested vendors on March 03, 2015 by the Government. Multiple vendors attended and submitted their capabilities statements, as contained in the sources sought synopsis. Based on this evaluation of the submitted vendor capabilities and other market research, the Government has determined to select Thermal Desorption technology for conducting the above testing based on the following reasons: a) Thermal Desorption is a proven technology that can meet all of the stated criteria. b) Thermal Desorption is a mature technology that has been permitted and used at over 70 Superfund sites. Thermal desorption has been used for over 30 years to remediate soils. c) Thermal Desorption is widely accepted for remediation of hazardous materials in soils. d) There are over 39 vendors for Thermal Desorption remediation listed in EPA's Remediation and Characterization Innovative Technologies database (EPA REACH IT) the largest number of vendors for any technology. The large number of vendors will help to promote full and open competition. e) Thermal Desorption equipment is mobile and transportable. f) Thermal Desorption equipment can be operated through a wide temperature range 300-1,000F g) Thermal Desorption equipment is accessible for decontamination h) Thermal Desorption equipment is scalable and can designed and operated at multiple through put rates i) Thermal Desorption equipment is adaptable to operate with chemicals in the feed (dehalogenation) j) Thermal Desorption equipment can be operated with various treatments of the vapor stream. k) Thermal Desorption equipment can be supplied to operate from 0.25 to 30 tons per hour. Based on the above, the Government will initiate the planning for competitively soliciting the testing of the selected technology, via a request for proposal. The issuance of this request for proposal, within the May-Jun 2015 timeframe, will be announced by a presolicitation synopsis issued in the FedBizOpps.
