- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Mission and Installation Contracting Command (MICC), Fort Eustis, VA intends to procure non personal services to provide Coaching and Coaching Support to the Multi-Source Assessment Feedback (MSAF) system consisting of Leader 360 (LDR360), Commander 360 (CDR360) and Unit 360, for the Center of Army Leadership (CAL), Fort Leavenworth, KS. Solicitation number W911S0-15-T-0004 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85 dated 03 August 2015. This is a 100% Service Disabled Veteran Owned Business (SDVOB) set aside requirement. The NAICS Code is 611430, Professional Management and Development Training; the small business size standard is $11M. This requirement will be procured using commercial item procedures and award selection will be based on lowest priced, technically acceptability, and past performance. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Period of Performance will be for a base year (anticipated to begin on or about 28 September 2015- 27 September 2016); with two additional option periods. Place of Performance is Fort Leavenworth, Kansas. The offeror's quote shall contain the following information: offeror's quote number, date, name, address, price, and acknowledgement of all RFQ amendments. Quote shall include descriptive literature such as illustrations, drawings, or a clear reference that demonstrates the furnished items clearly meets the government's specification. Late offers: Quotes or modification of quotes received at the email address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The Pricing Schedule is incorporated at Attachment 3. Vendors shall complete Attachment 3 in its entirety and return with any other documentation/data as required by this announcement. Quotes shall be good for 60 calendar days from the date of submission. All questions must be submitted no later than 28 August 2015 at 1300 EST. Offers are due no later than 08 September 2015, Noon EST. All responsible sources may submit an offer, which will be considered by the agency. In accordance with 52.212-1, Instructions to Offerors, paragraph (f), quotes received after the established closing date will be viewed as late, and therefore not considered.
