- This acquisition was awarded under the procedures of FAR 8.405-3(c), Ordering from BPAs. This requirement is for the Office of the Under Secretary of Defense (Intelligence)(OUSD(I)), which is the principal staff assistant and advisor to the Secretary of Defense and the Deputy Secretary of Defense on intelligence, counterintelligence, security, sensitive activities, and other intelligence-related matters. The OUSD(I) is supported by four Deputy Under Secretaries (DUSD): TCSP Intelligence; Warfighter Support; Intelligence and Security; and Intelligence Strategy, Programs & Resources. In addition, certain offices are Direct Reports to the Under Secretary. To accomplish the USD(I)'s objective, DDI(I&S) requires specialized expertise in technical, operational, program and performance, administrative, and management involving current and future DDI(I&S) Human Intelligence (HUMINT) & Sensitive Activities (H&SA), Counterintelligence (CI) and Security Directorate, and Defense Analysis & Partner Engagement (DA&PE), as well as in-depth understanding of associated DoD, Director of National Intelligence (DNI), Joint and Service specific activities and operations. The DDI(I&S) must fulfill its core functions of developing policy in these areas, conducting outreach to appropriate DoD and Intelligence Community elements, and overseeing HUMINT, CI, and Defense Analysis programs. This effort will require expertise in security, analysis, requirements, formulating strategies, strategic planning and concept development, program analysis and evaluation, policy and operations instructions, development of solutions that assist with decision-making process, and other areas related to the mission of the USD(I).
