Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W912LP-15-Q-6008, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, effective 03 Aug 2015. This procurement is Unrestricted. Basis for Award will be Price. The NAICS code is 334290 and the small business size standard is 750 employees. The following commercial item is requested in this solicitation: Line Item 0001. Satellite Simulator with X and Ka band frequency ranges. Must have insertable and adjustable time delay of at least 200 milliseconds, to simulate the delay imposed upon a signal sent from the earth to a satellite and back to earth. The system should include fully-configurable graphics user interface (GUI) software. The RF head must have the ability to be placed outdoors year round in severe weather, including extreme heat and cold, wind, rain, hail, snow, ice, etc. Requirement is for one (1) satellite simulator system, to include RF head, RF modules, channel effects processors, and any other components required to be fully functional. The satellite simulator must be compatible with an AN/TSC-179 Ground Multiband Terminal (GMT). Initially, users will set up and tear down each time the system is required, using a telescoping mast. Future plans call for permanent installation on light poles. Quoted satellite simulator must be compatible with both of these installation methods. Line Item 0002. Installation: Contractor shall provide all labor, materials, tools, equipment, and travel necessary to install the above-referenced satellite simulator at the 185ARW/133TS, located at 1649 Nelson Avenue, Fort Dodge, Iowa 50501. Installation shall be coordinated with Government Point of Contact (POC) identified upon contract award. Line Item 0003. Training: Contractor shall provide all labor, materials, and travel necessary to provide on-site training for up to eight (8) personnel upon completion of installation. Submission Requirements: Contractor shall provide product specifications and warranty information for proposed product(s) with their quotation. Contractor shall provide a firm fixed price (FFP) for the complete satellite simulator system. Contractor must include a copy of the completed representations and certifications on Attachment #1, pages 3-13 with their quote only if they different from, or not included in, their System for Award Management (SAM) profile.
