- This is a Request for Information and Sources South Notice for market research purposes only. This is not a Request for Proposal, Quote, or Bid. No solicitation is currently available. The United States Property & Fiscal Office (USPFO) for South Carolina is seeking information regarding capability and availability of potential business sources in support of a potential requirement to provide three (3) Global Combat Support System-Army (GCSS-A) Management Specialists who will conduct testing, compliance, initial and follow-on fielding and implementation of GCSS-A with legacy systems (i.e. Standard Army Management Information Systems (STAMIS), Standard Army Retail Supply System (SAARS), Property Book Unit Supply Enhanced (PBUSE), and Standard Army Maintenance System Enhanced (SAMS-E)) for South Carolina Army National Guard (SCARNG) units throughout SC. In the event of a solicitation, we anticipate a negotiated firm fixed price award for a duration of two years: the Base Year and one (1) Option Year, pending the availability of funds and assurance of quality performance of services by the contractor. The period of performance for the Base Year shall be 1 January 2016 through 31 December 2016. The primary performance location will be in Columbia, SC. However, the contractors will be required to travel to various National Guard units throughout SC. The SCARNG is seeking qualified HUBZone small business as defines in the Federal Acquisition Regulation (FAR) Part 19 that qualify under the North American Industry Classification System (NAICS) Code 541614 (Process, Physical Distribution, and Logistics Consulting Services, size standard $15 Million). Responses should include the company name, address, contact name and title, phone number, e-mail address, business size and classification/certification under the NAICS Code listed above, Commercial and Government Entity (CAGE) Code, Dun and Bradstreet (DUNS) Number, and a list of your company's three (3) most recent contracts/projects of the same type described in this notice, if applicable. Please limit responses to four (4) pages. This notice does not constitute a request for a formal proposal. This notice is provided as information to the market place and is an invitation for an expression of interest and brief demonstration of qualifications to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. All interested, responsive, and responsible contractors are encouraged to participate in this market research by submitting a response via e-mail to SSG Mary W.
