- Behavioral Health Disparity Impact Statement Review and Analysis Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Community Science Kien S. Lee 438 N. Frederick Avenue, Suite 315 Gaithersburg, MD 20877 Voice 301-519-0722, ext 108 Fax 301-519-0724 The contractor is to Provide direct services provision for SAM l-ISA to review and analyze disparity impact statements submitted by grantees in response to the special condition of award for program grants. The disparity impact statements are responsive to the Secretarial priority outlined in the Department of Health and Human Services Action Plan to Reduce Racial and Ethnic Health Disparities. This purchase order is to provide technical expertise in policy review, impact analysis and reporting, resource development and strategies to promote health equity, communication approaches for diverse audiences. In addition to contract administrative support this purchase order will require expertise in identifying and aligning data trends with emerging research and best practices for addressing behavioral health disparities. Community Science has provided a unique combination of human resources and technical expertise for the review, evaluation and analysis of data and policies for on health disparities, social determinants of health and health equity for federal, state and community entities. There technical expertise in analyzing federal policy documents that address minority health and health disparities is essential for creating an organizing framework for addressing behavioral health disparities. The focus on the behavioral health needs of diverse communities requires a highly specialized skill set that can only be obtained through experience with similar groups. SAMHSA surveyed other vendors to see if there is competition to provide this discrete service. We have found that other competitors may be able to provide the administrative support services at a comparable cost/price, but they cannot provide the technical expertise on the prerequisite subject matter, mental health and substance abuse with a focus on minority health disparities, cultural and linguistic competency and minority health policy and data analysis. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
