- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Ortho-Clinical Diagnostics, Inc., 100 Indigo Creek Drive, Rochester, NY 14626, as the only responsible source that can provide two (2) ea. clinical Chemistry Analyzer systems (VITROS 4600 Chemistry System and UPS - VITROS 4600) to be used in the Laboratory/DCSS onboard the USNS Comfort (T-AH 20). This acquisition is being conducted in accordance with FAR 13.106-1(b)(1), Only One Responsible source. Ortho-Clinical Diagnostics Incorporated is the sole manufacturer and distributor of the equipment. Ortho-Clinical Diagnostics, Inc. is the only vendor that is capable of providing these clinical Chemistry Analyzer systems which are capable of operating as a standalone units, without the use of external/piped-in utilities (i.e. plumbing, water, or drains). Due to the location of the units, these utilities cannot be installed. Only Ortho-Clinical Diagnostics, Inc. is capable of distributing the Vitros 4600 Chemistry System to the Government. Ortho-Clinical Diagnostics is also the sole manufacturer of the Vitros 4600 Chemistry System. The Vitros 4600 Chemistry System also consists of the UPS Vitros 4600. There are no set-aside restrictions for this requirement. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
