- PAVES - Technical Evaluation Criteria PAVES - Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the August 3, 2015 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-83. This acquisition is a 100% small business set-aside. The NAICS code is 541330 Engineering Services and the business size standard is $15 Million. The business size standard is This announcement constitutes the formal Request for Proposal (RFQ) and NO additional written solicitation will be issued. It is anticipated that ONE AWARD will be made from this solicitation. The resultant award will be a IDIQ Task Order as contemplated in FAR 16.5. The period of performance shall be for one for one year from date of award, with two successive one-year options. It is the intent of the National Library of Medicine (NLM) to procure professional audio and video systems planning, design, engineering, installation, integration, and related testing services, including installation materials and equipment, as required, to upgrade multimedia display systems, conference rooms, and production facilities in the NLM. These upgrades are required to continue to provide NLM with proven, state-of-the-art interactive, multimedia production and presentation systems. The purpose is also to obtain media IT design services, and asset management and multimedia systems expertise required for the final fabrication, installation, and testing of the systems tasked to meet the mandated objectives of the NLM. ****The Statement of Work and Evaluation Factors for this requirement are attached to this solicitation.**** Vendors must submit their response to this RFQ via the NLM electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov/nlm. Responses must be submitted electronically via one.pdf document (including pricing information) and must be received in the eCPS system no later than 1:00 p.m. (Eastern time) on Wednesday, September 8, 2015. NOTE: To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of quotes by facsimile or e-mail are NOT accepted.
