Description
The Department of Agriculture, National Institute of Food and Agriculture (NIFA), intends to issue an award to American Association for the Advancement of Science (AAAS), located in Washington, DC on a sole source award in accordance with FAR 6.302, 41 U.S.C. 253(c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements" (See FAR 6.302-1)., for Science and Technology Fellowships for one year. The Period of Performance will be September 1, 2015 - August 31, 2016. The AAAS Science & Technology Policy Fellowships program (STPF) pursues a vision of public policy informed by science and engineering for the benefit of society. The mission is to connect science with policy and foster a network of science and engineering leaders who understand government policymaking, and are prepared to develop and execute solutions to address societal challenges. This is accomplished by placing competitively selected scientists and engineers in yearlong assignments in the executive, judicial, and legislative branches of the U.S. Government, to learn first-hand about the use of science and technology in federal government decision making, policy development and implementation, while offering valuable contributions of their knowledge and analytical skills. AAAS partners with federal agencies, with congressional offices and committees, the Federal Judicial Center, and more than 30 professional scientific and engineering associations to operate the Science & Technology Policy Fellowships, which have been providing public service professional development experiences for scientists and engineers since 1973. The result is a network of ~3,000 alumni who are more articulate and knowledgeable about conducting and communicating their science to address policy challenges from state to national and international levels and more effective leaders in the policy arena as well as in academia, industry, and the nonprofit sectors. AAAS is uniquely qualified to manage and administer the Science & Technology Policy Fellowships. Established in 1848, it is the world's largest general scientific society, with more than 100,000 members. Its 250+ affiliated organizations span all fields of the biological and physical sciences, medical and social sciences, computational and geo sciences, and engineering. The Science & Technology Policy Fellowships have grown from an inaugural class of seven fellows in 1973 to annual classes of more than 275 fellows. AAAS manages Science & Technology Policy Fellowships in seven thematic program areas: • Big Data & Analytics • Congressional • Diplomacy, Security & Development • Energy, Environment & Agriculture THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Estimated award date is August 31, 2015
