Description
Notice of Intent Synopsis: THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1(a)(2)(iii)(A) and (B), Only One Responsible Source, the San Francisco District, U.S. Army Corps of Engineers intends to award, on a sole source basis, a contract to Weston Solutions (Weston). This sole source contract is required for continuation of the Assessment Program for EPA Region IX. This is to allow for the continued execution at both ongoing and newly identified hazardous waste sites within the EPA Region IX area of responsibility. Site Assessment is a subset of assessment work associated with the assessment process. It is phased and executed in accordance with published legal and regulatory drivers in the Federal Register and the National Contingency Plan. This work utilizes a conservative model defined as the Hazard Ranking Score (HRS) which models whether or not the project will go to the next level of assessment. Assessment work at these sites is iterative and integrated continually into the assessment model in accordance with mandated schedules and Superfund requirements for EPA Region IX. Approximately 100 projects are active in this interactive process. Other projects are at a defined stage but inactive, however when the priority sites are complete, the inactive sites will be re activated. Transitioning this work to another contractor will create unreasonable delays and costs given the iterative technical nature of the work. Tasks also require specialized site and data knowledge in order to successfully complete HRS Listing Packages as these packages are often subject to litigation, as evidenced by the fact that several projects are currently in "litigation hold" status. Also, due to the iterative nature of the work product and the specialized knowledge of the previously executed work, later phases must be completed by the contractor currently executing the program in order for the work to be legally and technically defensible in court. The NAICS code for this contract is 562910 and the estimated total of the new contract is $9,500,000. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. Any response to this notice must show clear and convincing capabilities that would be advantageous to the Government to be considered. Details should include the number of HRS Listing Packages completed for EPA Region IX in the last 5 years and the names of the persons currently employed and experienced in submitting HRS Listing Packages to EPA Region IX. Oral communications are not acceptable in response to this notice. RESPONSES ARE DUE NOT LATER THAN 1:00 pm Pacific Standard Time 9/9/2015 2015 to James Garror, Contract Specialist, at James.E.Garror@usace.army.mil in either Microsoft Word or Adobe Portable Document Format. All responses must be received by the specified due date and time to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
