Description

The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Sole-Source Firm Fixed-Price contract and will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items with Mackay Communications, Inc. This requirement is to acquire 12-month subscription for the KVH V7 Standard Airtime Plan F-2 and KVH V3 Standard Airtime Plan M250 as requested by Commander US Naval Forces Central Command (COMUSNAVCENT). COMUSNAVCENT requires KVH TracPhone Airtime renewal for their continuous communication from Shore-to-Ship and Ship-to-Shore throughout U.S. Naval Vessels and the Combined Maritime Forces Coalition. COMUSVANCENTs current configuration is equipment with KVH systems command-wide. Specifically, the KVH V3IP and V7IP TracPhone systems are currently in use at COMUSNAVCENT. This is a Sole Source Action because the requested items are available exclusively from Mackay Communications, Inc. Mackay Communications, Inc. is the sole developer, manufacturer and distributor for these systems; thus, the Airtime Plan and Static IP can only be obtained from Mackay Communications, Inc. The anticipated date of the award is on or about 04 September 2015. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 26 August 2015, by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this acquisition is 334220. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.sam.gov.
