- The USDA Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) program located in Raleigh, NC intends to award a purchase order for consulting services, on a sole source basis, under the authority of FAR Part 13.106 (b), with Tom Kalaris (DUNS 079950889) for the evaluation of current statistical methods and the development of new statistical analytic tools for port-of-entry targeted pest predictions. The USDA requires a process to incorporate port-of-entry targeting tools into existing analytical and information frameworks as a means of best informing USDA, APHIS directors and other decision makers of critical changes in pest approach rates at U.S. ports-of-entry sites. Early analysis of the data indicates frequent, significant, and unexpected shifts in pest interceptions that undermine inspection efficacy of cargo and arriving passengers, and threatens the effectiveness of the nation's quarantine barriers. These consulting services will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Tom Kalaris having prior work experience with USDA APHIS PPQ pest detection programs, a capability of statistically analyzing biological data, and specific experience working with pest forecast simulation modeling and climate change. The USDA APHIS PPQ program identified two other individuals potentially capable of doing the work, but neither individual was available during the time period needed and neither individual had the experience with pest forecast simulation modeling and climate change which are key requirements for this contract. The availability of individuals with past experience working on pest forecasting simulations modeling and climate change is very limited. The period of performance for these services is anticipated to be from the date of award (early September) through December 30, 2015. The anticipated total value of the purchase order is $37,840.00 plus official travel expenses. This is not a request for quote. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide consulting services with a capability of statistically analyzing biological data, and specific experience working with pest protection programs, and pest forecast simulation modeling incorporating climate change. Responses must be submitted electronically, via email, to michael.j.chiodi@aphis.usda.gov. The deadline for the submittal of responses is 3:00 pm central time, September 2, 2015.
