UNITED STATES GENERAL SERVICES ADMINISTRATION (GSA) ALLIANT 2 Unrestricted and Small Business Set-aside GOVERNMENTWIDE ACQUISITION CONTRACT (GWAC) PENDING PROCUREMENTS REQUEST FOR INFORMATION (RFI) ADDITIONAL EVALUATION FACTORS AGENCY DIVERSITY (LIST OF TOP LEVEL AGENCIES) 25 AUGUST 2015 The U.S. General Services Administration (GSA) GWAC Program Office has conducted significant stakeholder outreach and has added a new scoring element for recognizing an Offeror's A gency D iversity (Multiple Award Agency Experience) to the proposed Alliant 2 and Alliant 2 Small Business GWAC solicitation. Other scoring elements were also added that are briefly mentioned below. RFI - The Government is requesting industry feedback concerning the inclusiveness of the list of top level agencies. Responses must be submitted via email within five business days from the posting date of this notice to alliant2@gsa.gov. For final RF P, GSA is considering th e below list of 100 top level agencies plus 17 additional agencies acceptable to GSA as an attachment that will be used to evaluate an Offeror's’ agency diversity for a limited number of projects. This top level agency list represents the highest level of agency roll up and does not include bureaus, divisions or departments. The only exception to the top 100 is the Department of Defense where the four major components Army, Air Force, Navy and Marines are separated out. Also 17 other agencies acceptable to GSA are added. An agency must appear in this list in order to cite and receive credit for various agency task orders. This Federal Business Opportunities (FBO) notice also provides Special Notice of the following general change s being considered t o Section L INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS evaluation elements: Multiple Agency Awards Experience ( indicated above) - If a submitted project demonstrates relevant experience across multiple agencies additional points will be received for each separate and distinct federal agency represented in the PSC Group relevant experience projects submitted. (See list of agencies below.) MA/IDIQ Relevant Experience - For a limited number of PSC Group relevant experience projects submitted, the Offeror will receive additional points if the projects are for a United States Federal Government Agency and are task orders awarded against a Multiple Award Indefinite Delivery Indefinite Quantity (MA/IDIQ) contract that provided for fair opportunity (competed) under FAR part 16.505. Project Size and Complexity Experience - For a limited number of PSC Group relevant experience projects submitted, the Offeror will receive additional points if the project value is within a choice of three tier levels. As an example for an Other than small business Offeror: A project submitted with a total value between $10M to $20M can receive additional points. Prior Experience with Small Business Subcontracting - GSA eliminated this earlier requirement from Section L as a rated/scored prior/relevant experience for submitted Projects. Distribution of Weight for Technical Evaluation Factors: (1) Relevant Experience, inclusive of PSC Groups and Leading Edge Technologies (LETS) Projects are significantly more important than (2) Past Performance, which is more important than (3) Systems, Certifications, and Clearances. Within the Relevant Experience evaluation factor mentioned above, PSC Group Relevant Experience is significantly more important than LETS. Questions concerning how many points are assigned to each factor/subfactor or other specific details on the scoring of any of the items mentioned in this FBO will not be addressed or answered for this notice. This RFI is the final official RFI that will be posted on FBO prior to the official Presolicitation Notice anticipated in the months to follow sometime in this calendar year. Responses to be received from this official RFI also marks the conclusion of the nearly two-year Market Research phase for the Alliant 2 and Alliant 2 Small Business GWAC Acquisition Team. Therefore, the final draft RFP will be the official RFP with an anticipated release during the upcoming winter season. However, the GSA will continue to communicate with interested parties while periodically providing unofficial updates through GSA Interact.
