- This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. General Project Description: The Wood River Drainage and Levee District levees are generally located along the eastern bank of the Mississippi River, between Alton, Illinois and Wood River, Illinois. The Wood River Upper levee segment along the Mississippi River is the location where the shallow cutoff wall is to be constructed. In the summer of 2015, approximately 1600 linear feet of a continuous soil-bentonite cutoff wall extending to a depth of approximately 30 feet was completed in this reach of levee. A.) Work Statement: Construction of approximately two continuous sections of a shallow cutoff wall totaling approximately 1170 linear feet which tie into an existing shallow cutoff wall, degrade of levee slope and placement of compacted impervious clay fill is needed. B.) Wood River Upper Shallow Cutoff Wall: The work provided for herein consists of furnishing all plant, labor, equipment, and material, except earth material from required excavations, and performing all operations necessary for construction a shallow soil-bentonite cutoff wall. Upper Wood River shallow slurry trench will be constructed as a continuous soil-bentonite cutoff wall approximately 40 feet deep, approximately 1170 feet long and a minimum of two feet wide. The slurry wall will be tied into a continuous clay layer approximately 20 to 30 feet below existing ground. The cutoff wall is broken into two segments, one segment is 870 ft long and the other is 300 feet long, separated by approximately 1600 linear feet. One end of each segment of cutoff wall will tie into an existing 1600 foot long soil-bentonite cutoff wall. Construction of the cutoff wall will require a temporary work platform approximately 5 feet thick. Other construction activities will include removal of unsuitable materials from the riverside face of the existing levee and placement of a minimum 5 foot thick clay cap on the riverside levee face. The subsurface conditions typically consist of 5 feet of clay material underlain by approximately 10 to 20 feet of sands. Below the sands is a five to ten foot thick clay layer which the cutoff wall will tie into. Borings in the area indicate occasional rough drilling and the presence of occasional buried rubble (glass, wood, metal). The borings do not indicate continuous layers of rough drilling or rubble at the depths of the proposed cutoff wall. The soil-bentonite cutoff wall will be required to meet strict QA/QC requirements. For example, the soil-bentonite must meet a minimum permeability requirement of 1x10-6cm/s, clay cap material must meet USCS classification for CL or CH material, in place clay cap material will need to meet 95 percent of the maximum density and plus or minus 2 percent of the optimum water content of a standard proctor test. The cutoff wall will also require detailed as-builts. C.) Capability Statements: 1. Explain your capability to construct a continuous soil-bentonite cutoff wall to depths of 50 feet, and maintain the slurry within 2 ft of the ground surface. 2. Briefly explain working in varied soil conditions to include but not limited to sand, gravels, zones of cobbles, and zones of boulders. 3. Explain your capability to verify permeability requirements through permeability testing of wet grab samples obtained from various depths. D.) Economy and Efficiency: 1.) The Government intends to perform a Best Value Trade-Off Analysis for this project as part of the acquisition. In general, this project is expected to include economy and efficiency as additional criteria evaluated for award. a.) Explain your company experience in working in the area of providing economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other merits. b.) Explain your company experience in working in the area of managing performance, schedule, quality risk and cost. E.)
