- Solicitation Number: VA-241-15-Q-0737 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-15-Q-0737 and is issued as a Request for Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-83, 03 AUG 2015. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a service disabled veteran owned small business set aside. The North American Industry Classification System (NAICS) code is 512110, and the size standard is $32.5 million dollars. (v) This requirement consists of one (1) line item: Develop a Patient Recovery Video for Distribution. General Scope This scope of work is for the production of one video with an approximate running time of no more than one hundred and twenty minutes to be made available to the VA's nationwide and the public. This video will profile three to twenty five Veterans as they reflect on their journey of recovery, what accounts for their success, and the impact it has had on their lives. Three to twelve professionals or clinicians may also be videotaped for inclusion in the video. The final video will be delivered as one long-form video. Production Style: The production company will incorporate compelling cinematic images and high-quality film editing, locally composed and arranged music, veteran and local-based professional talent, and collaboration with local businesses and nonprofit organizations. This craft will inform and educate viewers about what accounts for the successes in recovery and what helps to sustain those successes. Through engaging visuals, compelling interviews and an evidence-based narrative, this video will tell the Veterans' stories as seen through a balanced, unbiased lens. In producing this video, the production company will combine the following elements: o A diverse range of Veterans sharing their experiences in a candid, unscripted documentary approach, o Location shooting to convey the sights and environments of the participants, o Music and, if necessary, narration to complement the imagery and assist with the storytelling. Production Format: The videos will feature dramatically shot interviews which will be captured using a specialized camera in high definition using wide and long lenses. In areas and in situations where a full size camera is not practical, a standard camera then be used. The production company will acquire in 1080p in order to capture a cinematic look. All audio will be captured at 48 kHz. Pre-Production: The production company will meet with the staff of ENRM VAMC and Boston VA HCS for a kick-off meeting. During this initial meeting, project stakeholders and the production company will review and revise the tentative production plan and the producers will collect any available project-relevant research and data. This pre-production meeting will also be an opportunity for the team to become steeped in the content of the video. During pre-production, the production company will work with the staff to identify potential Veterans for the video. Said company will revise the production/shoot schedule once the participants and shoot locations have been identified. The production company will conduct informal phone interviews with Veterans and clinicians. In addition to phone interviews, they will coordinate preliminary scouts or site visits. Working with the Bedford VAMC staff, the production company will share outlines, survey videos and other relevant data during this process. Once the participants have been identified submitted to the ENRM VAMC and Boston VA HCS within seven days after each participant is confirmed. The production company will organize and coordinate all shoot days and will secure all necessary permits, permissions and releases prior to shooting. When recording on a VAMC campus, an information packet containing a shoot schedule and contact list will be provided to the ENRM VAMC/Boston VA HCS before each shoot. Production: Throughout the course of the project, the production company will film at different locations within Massachusetts. The producer will travel to and be on location for each shoot. During production, The production company will film interviews with Veterans and clinicians, b-roll and sequences. Throughout the production process, The production company will keep the ENRM VAMC/Boston HCS staff informed of its progress and any updates in schedule changes. A storyboard and benchmark reel will be shared when available. An original footage log and database will be created and maintained throughout the production. A stock and stills log and database will also be created and maintained throughout the production. The production company will ensure that all third party stock footage and stills are cleared for use worldwide, all media and in perpetuity. Post Production: During post production, all HD field masters will be loaded into the production company's servers. The HD field masters will be securely stored at an off-site, temperature controlled, fire-proof archive facility during post-production. Throughout the post production process, the production team will regularly update with benchmark reel and storyboard for ENRM VAMC/Boston VA HCS staff. Editing will be performed on the most current Creative Cloud Premier Pro editing system. Any High Definition graphics and animation will be created by The production company's animator using motion graphics applications. All sequences and project files are backed up every fifteen minutes and saves the last five versions of the project files on the hard disc. The editors will work with the producer to digitize and/or transfer the footage while at the same time creating the project logs and identifying footage selects. A storyboard, benchmark reel, rough cut and fine cut of each video will be submitted to the ENRM VAMC/Boston VA HCS for review. A brief description of the review process will progress as follows: No later than sixty days after the final shoot, a storyboard, benchmark reel, and music samples will be submitted to the Bedford VAMC for review. The rough cut will incorporate notable feedback from the benchmark reel review. A fine cut will be submitted for approval. Once locked, the videos will be color corrected, final narration will be placed and audio mixed. The color correction and online will be performed using Premier Pro. Fact-checking and continuity will be conducted throughout the post production process. The color-corrected, onlined and mixed master will be submitted to the ENRM VAMC/Boston VA HCS for final approval before delivery. Once the color-corrected, onlined and mixed master is approved, a technical evaluation will be performed on each video to ensure consistent high quality. An SD DVD, Videotape Master and AVI/QuickTime files will then be produced and delivered. Upon a written description of the ENRM VAMC/Boston VA HCS's graphic identity, the video will make the necessary adaptations. All members of the production company production team will have extensive experience shooting in areas that require the highest degree of sensitivity while being virtually non-intrusive. They will use the utmost care when setting up and shooting so as not to disturb people and other operations. More importantly, they will have experience and expertise with interacting and working with special populations. The production company will have demonstrated exceptional interpersonal skills when videotaping within these sensitive situations. In addition, they will also have a solid understanding and can work within the rules and regulations of the medical environment, including issues related to HIPAA*. This will be a well-qualified and highly experienced team suited to producing this project in accordance with the scope of work. *All veterans will sign a VA Form 5345 Request For and Authorization to Release Medical Record for Health Information (to the production company) and VA Form 10-3203 Consent for Use of Picture and Voice and/or a consent form from the production company, whichever the VA Contracting department deems appropriate. (vii) Delivery FOB Destination to: Bedford VAMC. Physical interviews will take place at either the Bedford or any of the three Boston VAMC's.
