- The U.S. Secret Service intends to negotiate on a sole source basis with Setcan Corporation, 1080 Kingsbury Avenue, Winnipeg, MB, R2P 1WS, Canada for StressVest system and accessories. The primary North American Industry Classification System (NAICS) code 423490, Other Professional Equipment and Supplies Merchant Wholesalers with the SB size standard of 100 employees. The reasons justifying the lack of competition are: 1. The StressVest offers a vibration or a safe, localized shock to the student's abdomen allowing the students to train under a state of acute stress creating situations that will dramatically increase their ability to survive a deadly force encounter with a firearm. 2. This system would be able to be utilized in all venues on JJRTC campus, with no worries of inadvertent projectile damage to personnel or venues. 3. When fully charged, each vest would function for up to 12 hours. 4. The system vests accurately record the location and time of the firearms hit and provide instant feedback to the student. The covered equipment in this contract will include (96) stress vests; (150) conversion kits; (6) instructor tablets; (165) laser inserts; (96) ball caps; and (96) side panels. Only Setcan Corporation can provide a self-contained system with the capabilities listed above. The anticipated award will be a Firm Fixed Price Contract. This notice is neither a request for proposal nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and is solely at the discretion of the Government. Entities may identify their interest and ability to meet this requirement via a written capability statement only. All capability statements emailed no later than September 8, 2015, 11:00 AM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice, is solely within the discretion of the Government. Any information received will be maintained for future Market Research requirements. No formal solicitation package is available. Reasonable questions, not excessive in length, will be answered if submitted to the point of contact at the above email address no later than September 1, 2015 at 1:00 PM EST.
