Description
Incident Command System tabletop maps This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5205-15-Q-TC07; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-83, DPN 20150626, and AFAC 2015-0406. This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is 423490. The Product Service Code (PSC) is 6910. The Standard Industrial Classification (SIC) is 5049. CLIN 0001: NIMS City Incident Command System (ICS) Tabletop System (1) each, to include Misawa Air Base layout maps (2) each or EQUAL. The NIMS City Incident Command System (ICS) Tabletop System shall include three (3) tabletop training aids: 1x Standard City (4'x8'), 1x Map #1: Outline of Misawa AB that starts from the southern-most edge and extends north until the center of the Hot Cargo Pad, and 1x Map #2 that starts from the northern-most edge of the fence line and extends south until the edge of taxi-way Alpha. The eastern and western borders will be indicated on diagrams provided. Each building will have the proper corresponding building number which will be provided by the government. Also, the general dimensions of the first layout shall be the standard city dimension of 4 feet by 8 feet. The dimension ranges for the personalized layout will be a minimum of 48 inches by 60 inches and have maximum dimension of 60 inches by 107 inches or EQUAL. Maps are attached for reference. The contractor shall provide via email, one (1) digital image of each of the three (3) completed training aids to allow any changes or adjustments to be identified and corrected prior to shipment. The contractor shall include shipping in quote. All CLINS are brand name or equal. Award shall be made in the aggregate, all or none. EVALUATION CRITERIA: Evaluation of quotations will be completed in accordance with FAR 52.212-2, Evaluation- Commercial Items. The following factors shall be used to evaluate offers: technical capability (offer conformance to the RFQ), and price. Award will be made to the contractor who represents the best value to the Government. (c) A written notice of award or acceptance of offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
