- THIS ANNOUNCEMENT IS A REQUEST FOR INFORMATION - SOURCES SOUGHT (RFI/SS) ONLY. This RFI/SS is issued solely for information and planning purposes only - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI/SS. All costs associated with responding to this RFI/SS will be solely at the interested vendor's expense. Not responding to this RFI/SS does not preclude participation in any future RFP, if any is issued. The Government's intent is to identify qualified vendors that have the capability and past experience to fulfill a potential future requirement of the Chaparral parts listed below, which will be awarded in accordance with FAR 52.215-1(f), to a single bidder/offeror whose bid/offer responds to ALL items included in the solicitation: Army Part Number 9256709, M250 Warhead Army Part Number 11756476, MK70/PS419 Battery Army Part Number 13007205, M121 Rocket Motor Army Part Number 10234569, M145 Safety and Arming Device The Government is seeking sources with past experience on all of the above stated items, capability statements, and industry feedback for this requirement. The required vendor must meet the following qualifications: 1. Each vendor must be able to develop, implement, and maintain an effective and economical quality system IAW ANSI/ISO/ASQ Q9001or equivalent system as agreed between the contractor and the US Government. 2. Each vendor must be able to pass First Article Testing IAW FAR 52.209-3 if they haven't produced the parts in the past 2 years and provide documentation of same PRIOR TO BIDDING. 3. Each vendor must be able to submit technical documents on their capabilities to produce the part(s) and show they have an established and implemented QA plan, an established and implemented HAZMAT plan (since CLASS V explosives are involved), the availability of experienced resources, the necessary equipment & test capabilities to support the effort, and ability to meet the requirements of MIL STD packaging for Class V items. 4. Each vendor must have access to the most current and up to date drawings for the modification kits. The Government does not have funding to provide the Technical Data Packages. 5. Each vendor must be able to have a facility with a clearance level of at least CONFIDENTIAL and a current inspection on file with DSS. 6. Other pertinent information may be submitted to the RFI/SS, however all questions above in items 1-5 shall be answered. Offeror's response to this announcement shall be limited to 20 pages and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's interest in bidding on the solicitation when it is issued. Offeror's CAGE Code, business, size, (if a small business, please indicate whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc...). This RFI/SS is for information and planning purposes only and does not constitute an IFB or RFP, and is not be construed as a commitment to contract by the Government.
