- Quick Start Guide for New Foreign Registrations Transportation services for the female and disabled locally employed staff members of the Embassy of the United States of America in Riyadh, Saudi Arabia Please note that we have released the solicitation for the requirement for the transportation services for the female and disabled locally employed staff members of the Embassy of the United States of America in Riyadh, Saudi Arabia. The anticipated performance for a base period of 12 months and four (4) one-year periods at the option of the Government. All responsible sources may submit an offer, which will be considered. Technical Capability: The proposal shall meet all of the requirements contained herein. The offerors shall provide with their proposal, at a minimum, in written English the following information. •Evidence that the offeror operates an established business with a permanent address and telephone listing and is registered to conduct business in Kingdom of Saudi Arabia. •Experience in transportation services along with any relevant certification and licenses. Responsibility will be determined by analyzing whether the apparent successful offeror complies with the requirement of FAR subpart 9.1 including: •Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments; •Satisfactory record of integrity and business ethics; •Necessary organization, experience, and skills or the ability to obtain them; •Necessary equipment and facilities or the ability to obtain them; and •Be otherwise qualified and eligible to receive an award under applicable laws and regulations. Applicable Clauses and Provisions: Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instruction to Offerors - Commercial Items: FAR 52.212-3, Offeror Representations and Certifications - Commercial Item - the offeror must submit a complete copy of the listed representations and certificates along with its proposal; FAR 52.212-4 Contract Terms and Conditions; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; the applicable clauses under paragraph (b) are 52.203-6, 52.204-10, 52.223-18, [U.S. firms: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37], 52.225-13, 52.232-34 and 52.247-64. The full text of referenced FAR Clauses may be accessed electronically at https://www.acuisition.gov/far/. Other requirements: - A proposal MUST be dated, signed, and good for 30 calendar days after submittal. - Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/ (also see attached quick start guide for new foreign registration). A company must have NCAGE/CAGE Code and DUNS Number before registering in SAM. - All proposals and other correspondence must be in English language. - Contract award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open completion procedures. Competition: Contract award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures. Contract Type: The contract type shall be a firm-fixed price contract type for standard services, billed per number of van round-trips and for the additional/emergency services contract type shall an indefinite-delivery indefinite-quantity type contract. Contract awarded to lowest priced technically acceptable (LPTA) offeror. Pre-Proposal Conference: The Embassy intends to conduct pre-proposal conference for the requested services. The pre-proposal conference will be held on Tuesday, September 8, 2015, 1100 Hrs. Offerors intending to participate in the pre-proposal conference shall be required to submit the names of those company representatives attending, to the Contracting Officer by email at RiyadhContracting@state.gov or by fax at +966-11-488-7939 no later than COB 1700 Hrs. on Thursday, September 3, 2015. Question Submission: Interested offerors may submit questions regarding this RFP may be directed to Contracting Officer by email at RiyadhContracting@state.gov or by fax at +966-11-488-7939 by COB 17:00 Hrs. Tuesday September 15, 2015. Question not received within this time period will not be considered. Proposal Submission: The complete proposal submission shall include the following information: 1.A price proposal in Saudi Arabian Riyals (SAR) broken down as per section one (1) of the solicitation 2.Technical Capability and Competence Proposal Due Date: Offers are due no later than by COB 17:00 Hrs. Saudi Arabian Time, Thursday October 8, 2015 and shall be submitted in a sealed envelope marked "Proposal Enclosed for Transportation Services for the Female and Disabled Locally Employed Staff Members of the Embassy of the United States of America in Riyadh Saudi Arabia. The Contracting Officer reserves the right to reject any and all proposals and to waive any information or minor irregularities in proposals received.
