Description
The US Fish & Wildlife Service, Region 9 Contracting and General Services intends to award a firm fixed price contract on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1) and in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Bruker Daltonics Inc., 40 Manning Rd., Billerica, MA 01821. DUNS 877298661 NAICS 334516 Analytical Laboratory Instrument Manufacturing. The National Fish & Wildlife Forensics Laboratory (NFWFL) has utilized an Ultra High Performance Liquid Chromatograph (UHPL)/Mass Spectrometer (MS) for the past several years as the ¿work horse ¿ instrument for identifying toxins within samples associated with cases being investigated for the misuse of environmental toxins. The actual UHPLC/MS utilized for these analyses is manufactured by Bruker Daltonics, Inc. and the instrumental design allows for the screening of a large number and wide-range of environmental toxins within a single analytical sample. An analytical approach employing a single sample greatly simplifies the workload of casework under investigation, and ultimately allows for stream-lining the turnaround time of requests being made by Fish & Wildlife Agents in the field. When need be, answers to questions concerning if a toxin is present in a particular sample can be made in 1 ¿2 hours upon receipt of an analytical sample. The current machine has broken down and is not able to be fixed therefor making this an urgent replacement need. As important, development of the current protocol for performing pesticide analyses at the National Fish & Wildlife Forensics Laboratory utilizing our Bruker Daltonics UHPLC/MS instrument took more than a year to develop and bring on-line. The rigor of analytical analyses within the forensic/legal framework imposes added levels of detail to protocols in order to ensure success in prosecuting wildlife crimes for the Law Enforcement Division of the Fish & Wildlife Service. The purchase of a new Bruker Daltonics UHPLC/MS instrument provides a seamless path for continuing with the protocol currently developed. The instrument will contain software packages, data handling, and instrument operating parameters that will remain the same, thus precluding the need to re-establish a pesticide protocol that took many months to develop. Likewise, all the existing data collected over the past several years on our Bruker Daltonics system will be readable/usable within a new Bruker Daltonics instrument. The lab is in immediate need of this machine as there is pending forensic casework that cannot be completed until the new machine is up and running. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12 pm (EDT), Tuesday Sept 1, 2015 by sending an e-mail to valarie_reinholz@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements.
