- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with ARCADIS G & M Inc. for the Maintenance, Repair, and Software update to NIST's small chamber system for the Material Emission Testing Lab. NIST's small chamber system was custom designed and constructed by ARCADIS G & M Inc. The system includes support equipment, a Supervisory Control and Data Acquisition system, (SCADA), along with control hardware and software for maintaining continuous unchanging environmental conditions and air exchange rates in the chambers. The purpose of this procurement is to obtain a maintenance, repair, and software update to NIST's small chamber System. *****Sole Source determination is based on the need to purchase software support and maintenance/repair of NIST's small chambers for the Material Emission Testing Laboratory that meets the following requirements. Work Description: NIST requires a contractor to perform the following tasks: Task 1: The contractor shall maintain all software and hardware of the small chambers system for material emission testing. The contractor shall also make changes to the software and hardware systems as required for specialized testing. The maintenance and changes to the software may be carried out online or on site at the NIST Gaithersburg, MD campus. Maintenance and changes to the hardware shall be carried out on site. Task 2: The contractor shall consult with NIST staff on the testing of emissions and shall test the emissions from material products as required on an as needed basis, which shall be determined by the project Principle Investigator based on repeatability and reliability of data measurements. Period of Performance The period of performance shall be for one (1) year from date of contract award, plus four (4) consecutive option periods of one (1) year each as required by NIST. NIST has no obligation to continue option years if they are not required by future projects. NIST's small chamber system was custom designed and constructed by ARCADIS G & M Inc. ARCADIS is the only company authorized to maintain, repair and update the system. Therefore ARCADIS is uniquely qualified to provide the required work. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor's commercial schedule. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20,500,000.00. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 31, 2015 will be considered by the Government.
