- UPDATE 21 Aug 15: Posting slides from the Industry Day The Mission and Installation Contracting Command - Fort Eustis is sponsoring an Industry Day for the Defense Language Institute Foreign Language Center (DLIFLC), Washington Office (DLI-W), Alexandria, VA, on Wednesday, 5 August 2015. This event will be held at the Hilton Alexandria Mark Center, 5000 Seminary Road, Alexandria, Virginia 22311, from 9:00am to 1:00pm EST. The day will include an overview of the DLI Monterey and DLI-W mission, current contract configuration and strategy, and address general questions submitted by industry. Doors will open at 9:00 AM and the briefings will begin at 9:30 AM EST. Participation is not mandatory. DLI-W, requires foreign language training services beyond those available at its training facility at the Presidio of Monterey, California. The purpose of this Industry Day is to provide an opportunity for companies providing foreign language services to ask questions about the requirement in an open forum. Transparency and communication is critical. Companies are encouraged to ask questions about the entire acquisition process. The Industry Day presentations will include technical, logistics, and contracting strategy. The Industry day briefings are all unclassified. Questions and answers will be recorded and posted. Accordingly, will NOT be treated as propriety unless specifically identified as such. Propriety information may preclude them from being incorporated into the final solicitation. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day. Registration Instructions: Interested sources MUST register by contacting J.J. Foster, Contract Specialist at john.j.foster4.civ@mail.mil, no later than 10:00 AM EST on Friday, July 31, 2015. Number of attendees per company will be limited to a maximum of two (2). The conceptual business arrangement is: The government is planning a full and open competition Multiple Award Indefinite Delivery/Indefinite Quantity Task Order Contract (MATOC) to procure the services identified in the attached Draft PWS. The Government anticipates making four to six awards. The contract period will be a five (5) year Ordering Period. The basis for award of the base contracts for the MATOC has not been determined, the current contracts were awarded through Best Value with Trade-offs. Future quote mark mini quote mark task orders (specific task orders for students, mobile training teams, curriculum development, etc.) may be evaluated on either Best Value with Trade-offs (Labor Hours) or Lowest Priced Technically Acceptable (Firm Fixed Price). A funding task order will be awarded at the same time as the MATOC. The government will reserve a portion of the requirement for at least 2 small business if responses to this synopsis provide a reasonable expectation that two or more firms are capable of providing the required services. The current contract has a program value of $96M. Management of multiple quote mark mini quote mark task orders at one time is required. Approximately 1375 mini task order awards have been issued under the DLI-W contracts with the average task order value at $54K. The projected program value of the follow-on contracts will be in the range of $96M-$99M. The North American Industry Classification System (NAICS) Code is 611630, Language Schools with a small business size standard of $11.0 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS The Government also requests your assistance in shaping the follow on requirement by reviewing the attached draft PWS and filling out the attached Industry Day Market Research form. Please email the completed form to Mr. J.J. Foster at john.j.foster4.civ@mail.mil no later than 26 August 2015. All submissions should be clearly marked quote mark DLI-W Industry Day Survey_VENDOR NAME quote mark. General contractual or PWS questions may be submitted through Monday, August 3, 2015 by 10:00 AM. If possible, we will attempt to answer general questions at the DLI Industry Day. Consideration of all input and questions will be given and incorporated into any resulting solicitation. The government does not intend to provide detailed responses to PWS questions until after release of any resulting solicitation. The DLI-W DRAFT PWS - 2016 and DLI-W Industry Day Market Research Survey are attached. MICC-Fort Eustis anticipates issuing the solicitation on or about the second quarter of FY16. The date of contract award will be on or about the third quarter of FY16. Please disregrard the initial PWS named DLI-W DRAFT PWS-2016. The PWS for the recompete is now attached and named DLI-W_Draft_PWS-2016_recompete.
