- The U.S. Army Corps of Engineers, Engineering Research and Development Center, Contracting Office has a requirement for MATLAB and MATLAB toolboxes renewal. The ERDC intends to solicit and award on a sole source basis under the authority of FAR 13.106 to The Mathworks Inc., 3 Apple Hill Drive, Natick, MA 01760-2098 (Cage Code: 0C524). It has been determined that only one source is reasonably available to fulfill this requirement. The NAICS code for this requirement is 511210 with a size standard of $38,500,000.00. Nature and/or description of the action being approved: MATLAB is a numerical computing environment and programming language that has complex image analysis tools and GUI development capabilities. The ERDC has experience using MATLAB to generate standalone programs for vehicle and image analyses and previously written code that needs to be maintained with this software. This software will also be required to write future analysis programs. Identification of Statutory Authority permitting other than full and open competition: Contracting without providing for full and open competition under this acquisition may of be accomplished pursuant to the authority 13.501(a)(1) (ii) of the Federal Acquisition Regulations. Demonstration of the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: MATLAB is a product of The Mathworks Inc. and has unique image analysis and GUI creation capabilities needed to write standalone programs for the ERDC. The ERDC has previously-written code that needs this software for maintenance purposes. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All interested responsible sources who feel they are capable of fulfilling this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be in writing and must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Any information submitted shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement shall be submitted to Brian Gladney at Brian.T.Gladney@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
