- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. COMBINED SYNOPSIS/SOLICITATION ORDER IAW FAR 12.6 The United States Army Corps of Engineers has a requirement to purchase ninety-two (92) activated carbon adsorber air filtration cells for the Pine Bluff Arsenal, AR. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is W9127S-15-T-0085 and will be issued as a RFQ This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. This is a Full and Open solicitation. The NAICS code is 333413 and the applicable Small Business Size Standard is 500 employees. Offerors must be registered in SAM prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. The Government will award a firm fixed price purchase order resulting from this request for quote to the responsible quoter whose quotation, conforming to the request for quote, will be most advantageous to the Government. Award will be made to the quoter that is the lowest price, meets the specifications of the requirement, and is determined to be responsible. 1. Price. The proposed price will be evaluated in accordance with FAR 13.106-3(a)(1). 2. Contractor Responsibility. The Contracting Officer will make a determination of contractor responsibility prior to award. The Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and Federal Awardee Performance and Integrity Information System (FAPIIS) may be utilized in conjunction with other Government databases or information regarding the Quoters financial resources and record of integrity and business ethics to make a determination of responsibility.
