- Description
- The intent of this Request for Information (RFI) is to obtain information from industry to assist the Naval Sea Systems Command (NAVSEA) in developing its acquisition strategy for the procurement of the Shipboard Standard 11 Meter Rigid Inflatable Boat (11m RIB). NAVSEA is conducting market research to explore the option of doing a government design solicitation for FY16-20 11m RIB requirements as a means to reduce the number of variants and establish a common interface design product for future classes of ships that use, store and transport these boats. The procurement of the 11m RIBs is an ongoing requirement for the Navy and it is anticipated that approximately (5) Navy 11m Shipboard RIBs per year will be procured over the next 10 years. Additional Shipboard 11m RIBs and variants from this baseline may be procured based on availability of funding. The quantity of boats is subject to change. Currently the Navy has approximately 8 variants and multiple builders of 11m RIBs. Multiple builders and multiple variants increases logistics footprint and total ownership costs. A Government controlled design configuration will enable the Navy to: • Reduce Total Ownership Costs across Navy 11M RIBs • Reduce Logistics complexity and footprint across Navy 11M RIBs • Standardize the 11m RIBs and enable systems commonality • Control the expansion of the 11m RIB variants in the future to accommodate new user requirements while still maintaining commonality and standardization. As a part of the response to this RFI, sources should indicate if they would be interested in participating in such a solicitation and provide comments on the risk and benefits from industry's perspective on the Government providing the design. Characteristics for the shipboard 11m RIB are identified below: • Open Center Console (OCC) baseline arrangement; LPD-17 variant has additional single point lift frame • Composites Construction (Fiberglass, Kevlar, etc.); Resin Infusion Processes • Twin inboard diesel engine propulsion w/water jets; twin 380 hp (standard), twin 480 hp Visit, Board, Search and Seizure (VBSS) variant. Cummins QSB6.7 engines, Hamilton HJ292 water jets, ZF 280-1 marine gear. • Design Hoisting Weight - 17,637 lb. max. • Hoisting Load Condition - Boat Complete w/full fuel (280 gal), 6 crew @ 185 lb. ea., and 4-leg hoisting slings; ~37 kt top speed in this condition. • Full Load Condition - Boat Complete w/full fuel (280 gal), 26 crew @ 185 lb. ea., and 4-leg hoisting slings; ~32 kt top speed in this condition. • Forward and aft centerline gun mount foundations for.50 CAL or M240 (7.62mm) machine gun. • VHF radio, Navnet 3D radar/nav package, Man Overboard Indicator (MOBI), folding arch w/blue light, hailer/siren. • Space, weight, power reservations and cabling backbone for post-delivery installation of tactical communications package ("Drop-in Comm Package" or DICP). • Multiple Class Shipboard and Shore-based Lifting interfaces (including Launch and Recovery) • Shipboard and Road Transport interfaces Responses should include: (a) The name and address of the contractor and potential location where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business; (d) Comments regarding risks and benefits from industry prospective of using a government provided design.
