Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Sciformation Consulting GmbH of Bad Vilbel, Germany to provide web-based applications and licenses to Sciformation ELN to host spectral data and metadata associated with the instrumental analysis of emerging synthetic drugs (ESDs). The contractor shall provide a license agreement that allows for the following: 1. Adding an unlimited number of new chemicals to database inventory 2. Adding analytical data and experimental metadata 3. Storing metadata, structure formulas and user-defined attributes 4. Grouping data related to an experiment into datasets and crosslinking related datasets 5. Searching via chemical name, chemical (sub-)structure or peak pattern similarity in the database, or combinations thereof 6. Containing a detailed graphical view interface display for all the analytical data and metadata 7. Access to edit existing data and metadata contained within the database 8. Assigning hierarchical group/role designations to manage user access to data and functionality 9. Auditing trails with electronic signatures to track changes and detect any data manipulations 10. Allowing time-efficient data export, without any loss of data, and reporting tools to facilitate regular backups in case of hardware or other failures. The sole source justification is based on the following: NIST, in partnership with U.S. Drug and Enforcement Agency (DEA) and Federal Criminal Police Office of Germany or Bundeskriminalamt (BKA), is expanding an interactive data hub that will serve as a real-time data curation and data dissemination exchange for raw, multiplatform-compatible spectral data and associated metadata of emerging synthetic drugs (ESDs) amongst the partner organizations. It has been determined amongst that partners that NIST will take ownership of the data hub for further enhancements and expansion. The BKA developed the data hub using Open Enventory and Sciformation ELN, Sciformation Consulting software products which contain the functionalities listed above. In order to maintain data compatibility and data hub functionality amongst the partners, only Sciformation ELN can be used by NIST to further enhance and expand the system. Using any other platforms aside from Sciformation ELN would require the existing database be rebuilt under a different system which could take up to five years. Additionally, it would require all program partners to be able to access both the current system and parallel system to ensure the data is correct in both systems, which would result in an undue time burden on the partners and could lead to data inconsistencies rendering the program a failure. Finally, the resulting infrastructure would not be compatible with the existing Sciformation ELN infrastructure, currently in use, which would require all data from Sciformation to be manually uploaded into the new system. With the need for the data hub to build off of BKA's existing data hub, NIST to take leadership of the hub from the partners, and for all partners to be able to have equal access to the hub, using Sciformation is the only way to satisfy the technical, program and partnership requirements. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 511210 with a size standard of $38.5 Million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 noon EST September 4th, 2015, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
