Description
REQUEST FOR INFORMATION (RFI) - MCC -15-RFI-0102 DEVELOPMENT OF MCC'S CONSOLIDATED RESULTS FRAMEWORK THIS IS A REQUEST FOR INFORMATION ONLY. The Millennium Challenge Corporation (MCC) is currently conducting market research to locate qualified, experienced, and interested potential sources. This is NOT a solicitation or pre-solicitation and this notice does not guarantee that a solicitation will be posted in the future or as an obligation on the part of the MCC. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. A. INTRODUCTION MCC is a U.S. Government corporation whose mission is to reduce global poverty through economic growth. It provides large-scale grant assistance in the form of 5-year Compacts, or agreements, that fund large-scale development projects in carefully selected countries that demonstrate a commitment to good governance, economic freedom, and investments in their citizenry. MCC Compacts are implemented by host governments through legal entities that they establish (referred to as Millennium Challenge Accounts or MCAs). Typical MCC Compacts include projects in agriculture and irrigation; energy; transport infrastructure; land rights; health; and education. B. BACKGROUND As part of institution-wide efforts to expand and enhance its results framework, MCC is seeking a contractor to develop a set of indicators to measure its programs' systemic impact. These indicators should measure outputs and outcomes, to which MCC has significantly and demonstrably contributed, at the sectoral or systemic level, beyond effects on specific project beneficiaries or in cases where the beneficiaries are not defined (e.g., in policy and institutional reform projects). These indicators measure systemic impact, the effects of very large interventions which impact the sector as a whole, or the effects of replicating and scaling Compact projects. The consolidated results framework aims to create a typology for grouping similar results and impacts into a coherent whole. MCC's results framework, like those of other institutions, presents performance indicators in tiers: • Tier 1 - Systemic impact: o Indicators capturing Indicators capturing benefits that accrue because of replication, scaling, or systemic changes • Tier 2 - Direct results: o Indicators capturing results directly attributable to the MCC's programs • Tier 3 - Operational effectiveness: o Indicators designed to assess achievement of MCC's organizational goals • Tier 4 - Operational efficiency: o Indicators related to MCC's organizational cost effectiveness and productivity MCC has developed indicators for Tiers 2-4, but requires a contractor to help develop appropriate indicators for Tier 1. Unlike those of other institutions that track broad development progress, MCC's Tier 1 indicators would track systemic impact. These results would seek to capture benefits that accrue within as well as beyond and after MCC's projects. Examples would include when the scale of an MCC program is so great in comparison to the beneficiary sector that it has a disproportionate impact on it, or when a local entity observes an MCC program/model/approach and replicates it elsewhere, or when systemic changes take place after the end of the MCC program. C. SCOPE MCC requires a contractor to develop a set of indicators that would best capture MCC's systemic impact and to review existing materials that would be relevant in identification of these indicators. D. TASKS AND DELIVERABLES The contractor shall perform the following: Compendium of Similar Efforts o Collect information on similar efforts to capture systemic impact conducted by other institutions (public and private) that could serve as comparable models.  Deliverable - White paper on results of data collected with sources cited. Indicators Development o Develop a set of indicators that would best capture MCC's systemic impact going forward that would apply across the widest range of existing and historical compacts and threshold programs possible. The set of indicators should be accompanied by taxonomy, definitions, descriptions, instructions on means of verifications, and tools for data collection when possible. While MCC seeks the firm's assistance with Tier 1 in particular, it also requests the firm to provide an assessment of best practices in measuring all four tiers.  Deliverable - Recommendations report and presentation to MCC. E. PERIOD AND PLACE OF PERFORMANCE This requirement may be filled as a short-term consultancy with a base period of one month. The estimated number of hours are 160. The contractor will work from its office and/or MCC headquarters. F. SUBMISSION REQUIREMENTS Respondents must provide, as part of their response a current capability demonstrating the capacity to perform the tasks above, including experience in the following: • strategic management consulting for mission-driven organizations • constructing monitoring and evaluation systems for international development projects or programs • data collection techniques for analysis and research and, • information systems and database systems for organizing, managing, and analyzing data for international development projects or programs. Interested vendors should submit a tailored capability statement for this requirement, not to exceed 5 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size that clearly details the ability to perform the aspects of the notice described above. (NOTE: All questions/comments related to the SOW are not subject to the page limitation.) Please furnish your DUNs number, cage code and business size (Woman-owned, Small Business, Large Business, Disadvantaged Business, Hub zone, etc.) in your response to this sources sought announcement. In the event that two (2) or more qualified small businesses express an interest in this effort, the Government reserves the right to restrict any potential solicitation to a small business set-aside. MCC invites all questions and comments with regards to this RFI. All Capability Statements, questions or comments sent in response to this RFI notice must be submitted electronically to tuttt@mcc.gov in MS Word, or Adobe Portable Document Format (PDF), by Wednesday, August 26, 2015 at 10:00 AM, Eastern Daylight Time. Please Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractor's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be issued. However, responses to this notice will not be considered adequate responses to a solicitation.
