- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis: This is a combined synopsis/solicitation for non-commercial R & D services, as supplemented with additional information included in this notice. The solicitation number is 0010678054A and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712 with a small business size standard of 1000 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit bids. The solicitation pricing will start on the date this solicitation is posted and will end on 2015-08-26 11:00:00.0 Eastern Time. FOB Destination shall be Natick, MA 01760 The APG - Natick SPS requires the following items, Brand Name or Equal, to the following: LI 001: 1 Job - Rapidly Deployable, Biomimetic Shelter per Statement of Work below. The Government will require data that shall include the manufacturing methods, materials, technical drawings, and procedures required to build the prototype including a draft and final report. The Government will acquire Government Purpose Rights under this contract. Statement of Work Rapidly Deployable Biomimetic Shelter for Expedition Base Camps 1.Background: In remote areas and in expeditionary camps, where US Army soldiers need to settle for one or two weeks at a time, there exists a need for a rapidly deployable shelter. To meet this unique requirement, this project will explore designs that mimic the agility and swiftness exited in nature. In compliance with the Army's contingency basing focus, this project will aim to make the mission of expedition camps or tactical small unit bases more effective. This project is designed to be a research opportunity for students lead by an advisor or consultant. 2.Requirements: The Contractor shall design and manufacture a prototype of a biomimetic/inflatable shelter that is rapidly deployable in any environment. The requirements of the project are: the shelter must be a free standing structure; air inflatable beams for rapid deployment are to be used; having usable floor space for six soldiers; the interior height of at least 74 quote mark and no more than 80 quote mark at the apex; the shelter weight is less than 150 pounds; maximum pack out volume of 23 feet cubed, the erect and strike time should be less than 30 minutes; stay operational and serviceable in the temperature range 20 degrees Fahrenheit to 101 degrees Fahrenheit; remain serviceable for a minimum 30 erect cycles; utilize flame resistant materials; the shelter is capable of withstanding steady wind speeds of 25 mph, snow loads of 4 pounds per square foot, and prevent rain penetration during a rate of 2 inches per hour. a.General Requirements. The contractor's primary focus shall be: i. Design, construction, and analysis of a prototype biomimetic/inflatable shelter that is rapidly deployable. b.Specific Requirements: The contractor shall: i.Conceptually develop several novel collapsible and rapidly deployable shelters using inflatable beams. ii.Conduct designs and analyses of structures of at least two concepts of the shelter for wind and snow loads. iii.Manufacture a prototype of the inflatable shelter. iv.Test the prototype of the shelter for deployment time and the wind and snow loads. 3.Period of Performance: The estimated period of performance is 4 months 4.Travel: Travel is anticipated under this contract; contractor will make one day trip to NSRDEC to present the final prototype. 5. Security: A security clearance is not required for this work. a.Personnel Qualifications: It is essential the contractor have an understanding of mechanics and engineering application and design of inflatable composite structures as well as a comprehensive understanding of biomimetics. b.General Experience. The contractor shall have expertise in mechanics, engineering practices, and prototype manufacturing. c.Specialized Experience: The contractor shall have demonstrated experience and skills in the understanding of inflatable composites and biomimetic designs. 6.Government Furnished Equipment/Information/Computer Utilization: No Government Furnished Equipment will be provided. 7.Other Direct Costs (ODCs): The Government anticipates no ODC. 8.Deliverables: The contractor will deliver a report documenting the work performed and the prototype of the inflatable/collapsible wind turbine developed under this contract in accordance with the Contract Data Requirements List (CDRL) DD Form 1423. The final report will include detailed concept drawings of the prototype, detailed technical drawings of the prototype, a bill of materials, a description of the manufacturing process, and finite element analysis results. At the completion of this work, the Army will own all Government purpose rights and requirements to furnish data. 9.Place of Performance: The primary place of performance for this work will be at the Contractor's facility. 10.Contract Management/Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective research or scientific services performed in accordance with the requirements contained in the statement of work. A monthly status report will be provided to the Government with the following information: Summary of work accomplished during the reporting period and percent complete Any problem areas or potential problem areas Schedule of activities planned for the next reporting period and number of remaining hours to complete activities This report is due no later than the 10th calendar day of each month 11.Invoicing: The Contractor shall bill no more than once monthly and at least quarterly. Invoices must include, as a minimum, the following information: Time Period Covered Direct Labor Hours Labor Category(s) Hourly Rate Travel with description (if applicable) ODCs with description (if applicable) Any applicable indirect costs Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
