Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Classification Code Y-Construction of Structures and facilities Set Aside: Small Business NAICS Code: 238210-Electrical Contractors and Other Wiring Installation Contractors The United States Property and Fiscal Office of the Virgin Islands intends to award a single firm fixed-price contract for service, non-personal, to replace and remove all of the overhead electrical lines for the entire Estate Bethlehem Military installation, located on St. Croix, US Virgin Islands, furnish all materials, tools, supplies, equipment, labor and professional supervision required to replace all overhead electrical lines in Estate Bethlehem with underground electrical lines, per Statement of Work and with the following options: 1) provide buried electric line and any other components needed to power the United States Property and Fiscal Office and 2) provide buried electric line and any other components needed to deliver 200AMP/208V 3-Phase/60Hz services to the Weekend Training Site located just to the North of the initial scope of work. This will include encasing them in cement, providing any transformers, manholes, switches and connections that will allow the specified buildings on the compound to be provided power completely underground. All design and construction will comply with National Electric Code and any local or federal regulations. This is a modernization project. The contract duration is 180 days after NTP. The project is set aside 100% for small business. The North American Industry Classification (NAICS) Code is 238210, with a size standard of $15,000,000.00. The magnitude is between $100,000.00 and $250,000.00. Your attention is directed to FAR Clause 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The tentative date for the pre-proposal conference is on-or-about 20 August 2015, 10:00 am local time, the location will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 17 August 2015 via email to geraldine.p.vaval.mil@mailmil and donna.r.prockledger.mil@mail.mil. The proposal opening date is scheduled for on-or-about 4 September 2015. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) System for Award Management (formerly Central Contractor Registration) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, and 4) email address. Registration instructions can be found on the FedBizOpps website at http://www.fbo.gov/download/FBO_Vendor _Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY). Reference paragraph4.7 of the Vendor Guide for instructions on how to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
