- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO WOODAM CHUNG FOR UPDATING THE "SNAP for ArcGIS" SOFTWARE. The U.S. Forest Service, Region 10 announces its intent to enter into a contract on a sole source basis with Mr. Woodam Chung under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance is one year with two 12-month option periods. The anticipated award to Woodam Chung is for services required to update existing SNAP for ArcGIS software that was developed by the contractor as an Add-On to the ArcGIS software. SNAP for ArcGIS is a collection of Visual Basic for Applications (VBA) macros developed to streamline scheduling and transportation planning for timber harvest areas. It was developed by the developer as an "add-on" to commercially available ArcGIS (a product of ESRI). The Forest Service Region 10 currently uses the software and now needs to obtain services of the contractor to update the software to run on the current Forest Service network environment, update the user guide and provide user training on the updated software. Mr. Chung is the author/developer of the SNAP software product and owner of the source code for this software. He is the only known source available to make the required updates. The Forest Service is not interested in purchasing new software to replace the existing SNAP for ArcGIS. The Forest Service is aware of no other individual or organization (other than Woodam Chung) that can meet this requirement. However, any individual or organization who believes that it is capable of providing an equivalent service to update this specific software shall e-mail a capability statement to mmeiners@fs.fed.us no later than 10:00 a.m. on Friday, August 28, 2015. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
