- Notice Information Solicitation: SPE601-15-R-0324 Title: Helium Cylinders The Defense Logistics Agency, Aerospace Energy business unit intends to solicit on an unrestricted Full and Open Competition basis for pressuring agent, helium gaseous cylinder. Description(s): Pressuring Agent, Helium, Gaseous, Cylinder, Type I, Grade A, 99.995% Purity, IAW MIL-PRF-27407D, dated 01 Aug 2014, NSN 9135-00-926-8888, Titled Propellant Pressurizing Agent, Helium Pressuring Agent, Helium, Gaseous, Cylinder Ultra-High Purity, Grade E7, 99.9997% Purity, IAW Purchase Description dated 15 May 2014 and Titled Propellant Pressurizing Agent, Helium Extra High and Ultra-High Purity, NSN 6830-01-103-8393 The requirement also includes ancillary services to include re-certification of cylinders, cylinder packaging & palletization, cylinder disposal preparation, load block & brace cylinders, reports and documentation, paint maintenance, standard valve replacement and storage maintenance/repair of Government owned cylinders. The ANNUAL & TOTAL helium requirement is summarized below by National Stock Number (NSN), Type Bureau of Land Management (BLM) or non-BLM, and purity (Grade A or Grade E7). NSN & Type: Grade A 9135-00-926-8888 BLM Annual: 29,820 CF; No. Years: 2; Total: 59,640 CF 9135-00-926-8888 Non-BLM Annual: 24,313 CF; No. Years: 2; Total: 48,626 CF NSN & Type: Grade E7 6830-01-103-8393 Non-BLM Annual: 5,460 CF; No. Years: 2; Total: 10,920 CF Offers for the BLM requirements can only be accepted and awarded to BLM-authorized federal helium suppliers. Therefore, awards will be made to BLM federal helium suppliers who have been determined technically acceptable and responsible and have submitted the lowest laid-down price for BLM requirements. Awards for Non-BLM requirements will be made to suppliers who have been determined technically acceptable and responsible and have submitted the lowest laid-down price. Offers for Grade E7 and Grade A helium will be evaluated separately. As such, as a result of this solicitation, there is a possibility of three awards of Fixed Price with Economic Price Adjustment Requirements-Type contract(s) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The Period of Performance will be two years from 1 February 2016 through 31 January 2018. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. Subject solicitation will be issued on or about 01 September 2015 and posted to the FedBizOpps web page at www.fbo.gov.
