- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation, W912K6-15-Q-0070, is being issued as a Request for Quote (RFQ); quotations are being requested. This RFQ constitutes a solicitation and incorporates provisions and clauses in effect through FAC 2015-83 (effective 2 Jul 15). This acquisition is a total small business set aside. The NAICS is 238390. The small business size standard is $15,000,000.00. The contract type will be a firm fixed price purchase order. The project consists of: Furnishing and installation of the modular furniture, lateral file cabinets, wardrobe, freestanding desks, desk chairs, classroom tables and chairs, conference tables and chairs, and fitness equipment furnishings throughout the facility. The facility covers approximately 26,000 square feet and will accommodate around 100 personnel. The furniture will cover general staff offices/cubicles to executive office furniture. The facility will consist of a Fitness Room which will require new equipment such as bench machines, dumbbell racks, and other exercise items. The offeror/awardee will remove all packing, debris, boxes, strapping, cardboard, pallets, etc. from the project site and he/she will not use the Design Builder's dumpsters. MANDATORY SITE VISIT: Friday, August 14, 2015 at 11:00AM ET To attend the site visit, vendors shall arrive at 6015 Rose Hill Road, La Plata, Maryland 20646; parking area in front. This is an active construction zone, so attendees are REQUIRED to wear the proper personnel protection equipment (PPE). This is to include a hard hat, hi-visibility vest, pants or trousers, hard soled shoes or boots, and eye protection. If you do not adhere to the protection requirement, you will not be allowed on site. An escort will be provided to all vendors attending the site visit after inspection of PPE. Email the point of contact if you plan to attend. Weather permitting, attendees will meet the Contracting Officer in the parking area prior to entering the building. SYSTEM FOR AWARD MANAGEMENT: Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) were migrated into the System for Award Management (SAM). Interested offerors must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS number register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive bid and there will not be a formal public bid opening. DISCLAIMER: The official plans and specification are located on the official government web page and the Government is not liable for information furnished by any other source. Amendments, if/when issued will be posted to the FBO page for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing via posting to the web. In accordance with FAR 52.212-2 Evaluation-Commercial Items, evaluation will be based on lowest price, technically acceptable. In order to be deemed technically acceptable, all items shall conform to the statement of work and equal products must be identified to be reviewed. Vendor shall submit a delivery schedule that will be reviewed for reasonableness and the majority of the items shall conform to environmental concerns and meet a minimum of LEED Silver certification. Quotes that clearly meet the requirement will be deemed acceptable. Quotes that do not clearly meet the requirements will not be acceptable and will not continue to be evaluated. Your quotes must be valid for 90 days and will consist of the items in the statement of work. Quotes will be submitted using the following contract line items (CLINS): 0001 Base: Furnish and install all furniture and equipment for the project EXCEPT Assembly Hall, Classrooms 108A, 108B, 108C and Physical Fitness Room 109.
