- Answers to contractor's questions PWS reference Page 11, section 13 c: "The Contractor will check the adequacy of the electrical outlets in the Veteran's home and immediately report unsafe conditions to the COR or designee." Question 1 - What does "adequacy" actually refer to, and does this mean all outlets in veteran's home have to be checked? Answer 1 - No, just the outlet that the concentrator is plugged into. Historically we required the three prong outlet, but the newer concentrators have the grounding built into the unit. The language has been left in because occasionally, we have a vendor that has older equipment. PWS reference Pg. 20, section 33. "Veterans will be provided a copy of VA Patient Rights & Responsibilities, and any advance information concerning directives. The Contractor shall document that the beneficiary/care giver is instructed in accordance with Joint Commission standards." Question 2 - Who would hand out the VA document, the VA or us? Answer 2 - The VA provides the contract vendor a copy of the VA Patient Rights and Responsibilities once the contract is awarded. The vendor incorporates this document in their package that is given to the veteran. Question 3 - Advance Directives are only addressed with Clinical Respiratory Services per TJC for our industry. Answer 3 - Advance Directives are only provided when clinical services are required. VA does not use the contract vendor for clinical services. Question 4 - "The North American Industry Classification System (NAICS) code for this project is 532291 Home Health Equipment Rental with an associated small business size standard of $32.5 million dollars." Would it be possible for this be raised to $60 million dollars? Answer 4 - The (NAICS) code cannot be raised for this requirement. This is also not set-aside for small business; but an unrestricted solicitation. Question 5- It states that there is Veteran owned concentrators. How many concentrators are owned? Answer 5 - All Concentrators are contractor owned, no Veteran owned Concentrators. Question 6 - Would these concentrators need to be serviced every three months as well? Answer 6 - The concentrators are the property of the vendor and should be maintained in accordance with manufactures specifications. Question 7 - About how many patients are on liquid oxygen? Answer 7 - In 2014 VISN 23 had 617 instances of liquid oxygen use, each month a veteran was on liquid oxygen counts as an instance.
