Description
JOFOC This is an Other than Full and Open Competition for Reinhart Food Service for the Rapid City IHS Facility in Rapid City, SD. Other companies have been utilitzed in the past but Reinhart has been more consistant in customer satisfaction and the completion of orders. Their rates match or come in lower than previous companies. A. Purpose of Contract This contract is to provide for the delivery of food and foodservice related products to the Rapid City Indian Hospital in Rapid City South Dakota. Delivery of food consists of timely delivery two per week (3 if needed for emergency situations). The deliveries usually arrive between 8:00 AM and 4:00 PM, Monday through Friday-no Holiday deliveries unless pre-arranged with Kitchen Manager. The food and supplies must conform to 2013 FDA Food Code requirements. The delivery truck will be clean and free of putrid odors. The interior bays should be of proper temperature. Frozen food should be frozen solid with no signs of thawing or refreezing. Temperatures of fresh meat, fish, and poultry products should be 41° F or below. Milk should be at 45 ° F or below. Expiration dates of milk, eggs, and other perishables should be clearly visible and not exceeded and have a reasonable amount of time remaining before expiring (industry standard-2 weeks to 30 days). Food packaging should not be damaged, opened, or otherwise compromised. Crates and other containers should be clean and sanitized. Canned items must not show signs of damage or deterioration. Returns will be picked up within 5 working days. Kitchen Manager will report refused/credited items within 2 business days. Credits will be administered within 5 working days. Drivers will put foods in their respective areas-frozen food in Reach in #5, dairy and eggs in Reach in #6, produce in Reach in #7. Canned items and other dry-type items should be put in Dry Storage room (L-116). It is the Dietary Manager's or designee's responsibility to check items for inconsistencies in accordance to the above stipulations and order accuracy. All goods are guaranteed as specified in order guide. All orders will be made in online order guide or submitted to salesman in-person, via phone or text. This contract is effective beginning October 1, 2015 through September 30, 2016. B. Government Furnished Equipment, Facilities and Property: Refrigeration and Freezers C. Contractor Furnished Equipment, Facilities, and Services: Hand trucks/Dollies Food items including frozen/refrigerated/dry-delivered in accordance to 2013 FDA Food Code. Equipment used (not leased or purchased) as part of purchasing a product- Coffee, cappuccino, or tea machine. Services used (Dishmachine preventative maintenance) when purchasing chemicals used in dishmachine. D. Work Schedule/Pay Schedule: 2 or 3 Deliveries per week. E. Quality Assurance: Monitored by Kitchen Manager F. Reporting requirements: All orders will be checked in from invoice. Damaged and credit items will be documented on invoice. G. Professional Qualifications: Drivers are Class A CDL certified with food distribution and delivery experience. H. Character Investigation for Contractors who will have Contact with Indian Children: N/A I. Federal Tort Claims Liability: N/A J.Supervision and Accountability of Personal Service Contractors: The contract will be supervised by RCSU Dietary Manager and will be accountable to the goals and objectives of the RCSU. K. Compliance with IHS Rules and Regulations: Indian Health Service Manual, Area Circulars, current legislation and program regulations, professional standards, journals, references, CMS, CAP and JCAHO standards. 2013 FDA Food Code.
