- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 quote mark Synopses of Proposed Contract Actions. quote mark U.S. Army Corps of Engineers, Portland District intends to negotiate/award a brand-name, firm-fixed-price supply contract for the procurement of Mobile DTE Heavy Medium ISO VG 68 turbine oil. The purpose of this acquisition is to furnish 130,000 gallons of oil in three shipments over 3 years for the turbines at John Day Lock & Dam, Rufus, OR. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(c), Application for brand name descriptions. The Government intends to solicit this action on or about 31 August 2015. The NAICS code is 324191, Petroleum Lubricating Oil and Grease Manufacturing. The size standard as defined by the U.S. Small Business Administration is 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 08:00 AM Pacific Daylight Time on 01 September 2015 a solicitation will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
