- NASA/HQ has a requirement for Video Relay Services (VRS) its Deaf and Hard of Hearing employees located at the Washington DC office performng in NASA sponsored work related activities and events, meetings lectures, conferences, symposiums, internal and external training classes, NASA sponsored travel, and all other employee work related requirements. The meetings that occur on a daily basis at NASA HQ range in various categories such as one-on-one meetings, staff meeting with 10 or more individuals, lecture style or classroom settings lare group meetings and presentations. VRS is a video telecommunication service that allows deaf, hard-of hearing and speech impaired individuals to communicate over video phones and similar technologies, such as an application that can be downloaded onto an IT device, with hearing people in real-time, via a sign language interpreter. 1.2 Place of Performance The requirement for VRS services under this task is in support of the employee located at the NASA HQ's Washington D.C. office with possible travel to NASA Goddard Space Flight Center in Greenbelt, MD, NASA Independent Validation and Verfication Facility (IV&V) in Fairmont, WV, Wallops Flight Facility located in Wallops Island, VA and the Washington Metropolitan area. 2. Scope of Work 2.1 Video Relay Services VRS shall be used for meetings of a non-technical nature such as public outreach events, meetings that are not specific to an area of academic or professional discipline, and covers content that would be understood in laymen's terms. VRS shall covers general meetings conferences, training classes, lectures, and general work related requirements. General interpreting will not involve meetings which are intensive of a scientific and/or engineering nature. 2.2 Consumer Feedback The consumer may inform the COR or COR designee if the VRS were acceptable or not with feedback and reasons for the negative assessment of the interpreter. Interpreters will be assessed on technical interpreting skill, receptivity, voicing accuracy, punctuality, and their adaptability to highly technical settings. The COR or COR designee will then inform the Contractor if the interpreter(s) services are not acceptable with feedback and reason fo the negative assessment for corrective action, if required. 2.3 Core Hours Core Hours are defined as the work period from 8:00 a.m. to 5:00 p.m., Monday through Friday. The Core Hours periods may be adjusted, on a day-to-day basis, with prior coordination between the contractor and COR or COR designee. 3. Interpreter Certifications,Qualifications and Experience The contractor shall provide VRS interpreters meeting the certification, qualifications and experience stated below. All interpreters providing services shall be US Citizens. Interpreter candidates shall meet all the following minimum qualifications: 3.1 General Sign Language Interpreter Certifications, Qualifications, and Experience The Vendor shall provide VRS interpretes meeting the certification qualification and experience stated below. All VRS interpreters providing services shall be US Citizens. Interpreter candidates and shall meet all the following minimum qualifications: A) Holders of a least of the following certifications: 1. Both Registry of Interpreters for the Deaf (RID) Certificate of Interpretation (CI) and RID Certificate of Transliteration (CT). 2. RID Certificate of Interpretation (CI) (backup interpreters only) 3.RID Certificate of Transliteration (CT) (backup interpreters only)National Association of the Deaf (NAD) Level IV Interpreter Assessment and Certification Program 4. National Association of the Deaf (NAD) Level V Interpreter Assessment and Certification Program 5. NAD-RID National Interpreter Certification (NIC) B) Miniumum of five years of professional interpreting experience. C) Adherence to the NAD-RID Code of Professional Conduct. D) Three years of professional VRS interpreting experience supporting Deaf and Hard of Hearing individuals. 3.2 Relevant Guides A) NASA Procedural Requirement (NPR) 3713.1A Reasonable Accommodation Prodedures http://nodis3.gsfc.na sa.gov/displayDir.cfm?t=NPR&c=3713&s=1B This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 08/25/2015. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
