- Air Force Life Cycle Management Center (AFLCMC), Operations Command and Control (Ops C2) Division, 11 Barksdale Street, Building 1614, Hanscom Air Force Base, MA intends to award a Single Award, Indefinite-Delivery/Indefinite Quantity (ID/IQ) contract for The Air Force Modeling and Simulation Training Toolkit (AFMSTT) program. In addition, concurrent with the ID/IQ award, the Government intends to award one (1) Delivery Order (D.O. 0001) for initial work under the contract. AFMSTT is a set of software tools that provide a complete constructive simulated theater-level air warfare environment for the U.S. Air Force (USAF). It allows the USAF to execute training exercises and mission rehearsal activities within a Joint Forces and cooperative partnership environment. AFMSTT simulates the flying of aircraft missions as well as the consumption of logistics required to maintain aircraft in a Fully Mission Capable state. When training the Air Force's Air Operations Center (AOC), AFMSTT processes the missions planned by the AOC, simulates the mission fly out, and reports mission status back to the AOC. The software components in AFMSTT connect as federates in an internal AFMSTT High Level Architecture (HLA) federation; and externally as a federate to the Modeling and Simulation (M&S) Community - Joint Live Virtual Constructive (JLVC) and Joint Land Component Constructive Training Capability (JLCCTC) environments. The objective of the AFMSTT Source Selection (SS) is to identify the contractor best suited to perform this work via technical abilities and proposed team integration planning. The anticipated contract will be primarily a Cost Plus Fixed Fee contract type, in addition to Firm Fixed Price and Cost Reimbursable Contract Line Item Numbers (CLINs). Ms. Jill Willingham serves as the Ombudsman for AFLCMC. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to the AFLCMC Commander (AFLCMC/CC), AFLCMC Deputy for Acquisition (AFLCMC/CA) or AFLCMC Deputy for Support (AFLCMC/CV) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentially as to the source of the inquiry.
