- The following information is in reference to solicitation SPE1C1-15-R-0124. The items being procured are as follows: Item 0001: Coat, Men's, Poly/Wool, GAB, MC, Green, Shade 2212 PGC: 02049 NSN(s): 8405-01-279-5579(s) Military Specification MIL-C-29424A (MC) dated 15 November 1990 and Amendment #1 dated 06 January 1996; Pattern Date 26 August 1988 The quantities for the base year and all four options are as follows: Minimum: 14,712 Annual Estimated Quantity (AEQ): 36,768 Maximum: 45,960 Item 0002: Belt, Men's Coat, Poly/Wool, GAB, MC, Green, Shade 2212 PGC: 02051 NSN(s): 8305-01-279-5565(s) Specification A-A-55222 (MC) dated 06 July 1993; Pattern Date 28 July 1993 The quantities for the base year and all four options are as follows: Minimum: 6,240 Annual Estimated Quantity (AEQ): 10,356 Maximum: 12,960 Item 0003: Keeper, Belt-Strap, Poly/Wool, GAB, MC, Green, Shade 2212 PGC: 20825 NSN(s): 8315-01-314-7021(s) Specification A-A-55222 (MC) dated 06 July 1993; Pattern Date 28 July 1993 The quantity for the base year and all four options is 1,000. NOTE: 1. The Government reserves the right to order any combination of the above items. 2. This procurement will also incorporate requirements for special measurement coats with a 30 day delivery lead time. Solicitation SPE1C1-15-R-0124 will be issued as a Total Small Business Set-Aside that will result in a Firm Fixed Price Contract, Indefinite Delivery, Indefinite Quantity Type Contract. It will consist of a one-year Base Term and four (4) one-year Options. Solicitation SPM1C1-15-R-0124 will be evaluated under Best Value Source Selection Procedures with the following evaluation factors (listed in descending order of importance): Product Demonstration Model & Technical Risk and Past Performance Confidence Assessment. The items will be procured on a FOB destination basis. Deliveries for all three items listed above will be made to Austin, TX. The Production Lead Time for Items 0001 (Coat) and 0002 (Belt) is 120 days after date of award for the first delivery and 90 days for subsequent deliveries. The Production Lead Time for Item 0003 (Keeper) is 120 days. All materials used in the production of the end item are to be furnished by the contractor with the exception of the basic fabric (Poly/Wool, Marine Corps, Gabardine, Green, Shade 2212) which will be provided as GFM. This cloth is 60 inches wide and the NSN is 8305-01-247-6550. The storage facility for the cloth is located in Lansing, MI. The Government does NOT intend to use FAR Part 12. See reference numbered notes 1, 9, and 26. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/ after August 12, 2015 (ESTIMATED). Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
