- The U.S. Army Corps of Engineers, Vicksburg District Contracting Office intends to award on a sole source basis under the authority of FAR 13.500 to HSQ Technology of Hayward, CA. This procurement is using Simplified Acquisition Procedures under FAR part 13.500- Test Program for Certain Commercial Items. This requirement consists of the installation of a Supervisory Control and Data Acquisition (SCADA), software for Felsenthal, and Columbia Lock & Dams (L&D). The SCADA system shall acquire data from and control miter gate equipment at each L&D to provide remote locking control on the Ouachita and Black rivers. Redundant communication, (leased T1line as primary communication and a separate satellite system as backup) have already been installed and are operational from a previous contract. The contractor, HSQ Technology will procure, assemble, test, and commission, the SCADA system software upgrades with appropriate training for personnel according to the requirements of the contract. It has been determined that the current Supervisory Control and Data Acquisition (SCADA) system controlling Blakely Mountain Dam will be used to control operations at the Felsenthal Lock & Dam and Columbia Lock & Dam. This will require equipment installed at both locations to be 100% compatible to the existing MISER SCADA Control System currently in place at Blakely Mountain Dam. As a result of the compatibility requirement the Contracting Officer has determined that only one source is reasonably available. A RFP/RFQ WILL NOT be issued based on this notice. This project consists of the installation of a Supervisory Control and Data Acquisition (SCADA) system at Felsenthal Lock & Dam, 667 New lock #6 Road, Huttig, AR 71747-9511 and Columbia Lock and Dam, 580 Lock Office Road, Columbia, LA 71418. The SCADA system shall acquire data from and control hydroelectric equipment at the powerhouse, switchyard, and re-regulating dam. It will be connected by T1 as primary communication and a separate satellite (provided by the Corps of Engineers) as backup communication to Blakely Mountain Dam for primary operation. HSQ Technology will procure, install, and test the SCADA system with appropriate training for personnel according to the requirements of the contract. However, all information received within (7) calendar days after date of publication of this notice, on or before 24 August 2015, will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to th-is notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code for this procurement is 334513 with a small business size standard of 500 employees.
